Just an observation I made recently:

Quite an interesting thing to note is that they made frequent use of Dr. Robotnik laughing at the player in Sonic the Hedgehog. He laughs at you pretty early on, when he deploys the spinning ball in Green Hill Zone. This laughing animation is seen again in Marble Zone and then finally in the Final Zone, every time he is lowered from his chamber in an attempt to crush Sonic.

Oddly, Robotnik’s laughing animation all but disappears after Sonic 1. It does, however, appear to make a brief comeback during the boss battle in Sonic 2’s Wing Fortress Zone. There’s also leftover code in the game that would have had him laughing at you when you lose rings in the fight against Robo Sonic in Death Egg Zone, but since there is no rings in the zone it doesn’t get shown.

Anyway, it just has me wondering... why did Eggman stop laughing at ya?? It started off seemingly as part of his repertoire.

Note: He may laugh in Sonic CD, but that wasn’t part of my analysis.

Very astute observation. I'd never noticed that.

Since you mentioned Sonic CD, I found this video (I'm not fully legit since I didn't do my own playthrough, I know) in which case it seemed like most battles featured a laughing animation at the start of the battle, and in some cases in the middle as well (when he was protected by the bubbles underwater, for example). Not sure if this much would vary based on which future.

Some battles started off with, and often maintained, the scared animation. It seemed like it varied according to the extent of control/power he seemed to be in at the time, such as if it's more of a chase battle, or an arena battle where he's better protected by his machinery. Other times it seemed to go back and forth from the beginning to when he's hit and taking damage.

A couple other things I noticed from this video, in the final boss, the animation did take place when Sonic lost rings. It sounded like the boss music itself had laughter in its intro, which would further imply the idea of Dr. Robotnik laughing at Sonic before the fight.
