Depends. If a validating member cannot post in the forums (any, most likely) then yes, he needs to be approved by one of the two admins.

EDIT: Since Kamain did this, that means he will need a very active member who will check the validating members list.

Then, if you can post before being approved, wouldn't that also defeat the purpose of approving members before they are able to join the forums?

If they could post before approval, that still means they're validating members and most likely validating members can only post at one or two forums. (I feel like taking registration for a test run.)

The most logical thing to do is disable Guest and Validating Member posting (which should be already implemented), and just for the record, only Admins can approve email validations.
What is worth having is worth working for.
