Depends. If a validating member cannot post in the forums (any, most likely) then yes, he needs to be approved by one of the two admins. EDIT: Since Kamain did this, that means he will need a very active member who will check the validating members list. |

If they could post before approval, that still means they're validating members and most likely validating members can only post at one or two forums. (I feel like taking registration for a test run.) EDIT: Wow, validating members cannot post anywhere. (Reject Punkid89test) |

The most logical thing to do is disable Guest and Validating Member posting (which should be already implemented), and just for the record, only Admins can approve email validations. |
