When I checked my sources in France some time last year, I found out that in an interview for a French video game magazine one of the Phantom Hourglass developers said that the entire development team at that time consisted of about 15 people. I don't know if the number increased as time went on, but that may explain why it took so long to develop the game.

Also, I'm seriously impressed that such a great-looking game was made by a handful of people... But then again, it's happened before. (Like Retro Studios making the Metroid Prime games)

Im sure they had/have more people working on it than 15. I cant give good reasons... but 15 is far too few

I'm not so sure...I bet they could do it with only 15 ppl.
Phantom Hourglass looks like an excellent game though...I'm not sure if I'll buy it, but I definitely am tempted to.
