House restructures defense-related subcommittees

By Rick Maze
Staff writer

House Democrats are changing the structure of two key defense-related committees as they take control of Congress.

The House Armed Services Committee is adding one new subcommittee, oversight and investigations, which will be responsible for a deeper look at issues not directly related to the annual defense budget. This subcommittee, expected to be headed by Rep. Martin Meehan, D-Mass., is viewed as the primary platform for Democrats to take a closer look at how the war in Iraq started and has progressed.

Committee Chairman Rep. Ike Skelton, D-Mo., also plans to adjust the jurisdiction of two weapons-related subcommittees. The tactical air and land forces subcommittee and the projection forces subcommittee will get new names and slightly different responsibilities under the Skelton plan, expected to be approved new week during an organizational meeting of the committee.

The word “tactical” will be dropped from the name of the air-land subcommittee, and it will assume oversight of airlift and long-range bombers. The projection forces subcommittee will be renamed the seapower subcommittee and given responsibility for shipbuilding as well as Navy and Marine aviation programs.

Those changes will make the armed services subcommittee structure similar to that of the Senate Armed Services Committee, making it a little easier when the House and Senate committees meet to work out differences in the defense budget.

The House Appropriations Committee also plans a change that will make working with its Senate counterpart easier. The military quality-of-life and veterans’ affairs subcommittee will keep its name but will no longer be responsible for the health care portion of the Defense Department budget. It will retain control over the military construction and Department of Veterans Affairs budgets, including the VA health care budget, but the Defense Department health care budget will be turned back over to the House defense appropriations subcommittee.

This will provide coverage of programs identical to the Senate Appropriations Committee, and eliminate difficulties that arise when trying to complete a final compromise bill that works out differences between the House and Senate versions.

Yes, a new direction indeed.

Do they know what the term "Commander In Chief" means?

Do they realize that protecting the people from foreign armies is the first and foremost duty of the President of the United States?

After they get done, will the Office of the Presidency have the power to do it?

Will they continue to get away with placing blame toward the Office of President even after they have stripped the powers from it?

Congrats to all those who have succeeded in bringing our country down! I hope you will be men enough or women enough to take credit.

Thanks go out also to the Constitutionalists who were so afraid that GWB was going to change the Constitution that they were willing to help those that wanted to detroy it.

Thanks also go out to those Republicans who did everything in their powers to make this their greatest accomplishment! Yes you showed a great sense of non-partisanship by joining those who wanted a "new direction".
