I was just asked to approve this proposal by it's author. It is surprisingly well wirtten, and has gained a fair number of approvals.

Description:
RECOGNIZING that automobiles are manufactured and marketed as means of transportation;

ALARMED BY the rising number of automobile related injuries and fatalities;

RECOGNIZING that automobiles can pose a deadly harm to the lives of innocent people;

TAKING INTO ACCOUNT that the "Common Sense Act II" does not hold automobile manufacturers liable for the "reckless or improper manner" in which the driver behaves;

RECOGNIZING that many automobile related injuries and fatalities are not related to the "reckless or improper manner" in which the driver behaves;

SEEKING TO improve the moral decency among the automobile manufacturers of all nations by creating safety regulations;

SEEKING TO create a level playing field among the automobile manufacturers of all nations by standardizing safety regulations;


SOLEMNLY AFFIRMS the following Automobile Safety Regulations, established by The Icy Angel Motor Vehicles Commission, as binding on all members of the United Nations:

1. All automobiles must be equipped with the following 'visible' safety devices:
1a. three-point seatbelts for all passengers,
1b. front bumpers with the ability to withstand 16km/h (10mph) crashes,
1c. front, side, and rear windows, as well as rear view mirrors, that allow for optimal visibility, except on container trucks or trucks designated for carrying containers where the cargo obstructs any rear window,
1d. headlights (including high-beam, low-beam, and parking lights) and turnsignals that emit light of any color except for red,
1e. taillights that emit only red light with exception to reverse lights, which must emit white light,
1f. Lower Anchors and Tethers for Children (LATCH) systems for child seat compatibility,
1g. radial or steel-belted tires, appropriateness determined by weather,
1h. warning stickers for front-seat occupants about the dangers posed by front impact airbags on lightweight passengers.

2. All automobiles must be equipped with the following 'hidden' safety devices:
2a. front and side impact beams,
2b. anti-roll bars and roll cages,
2c. crush and crumple zones,
2d. front and side airbags that protect all passengers in the event of an accident,
2e. speed-limiters of 200km/h (124mph) that can be deactivated for off-road, racing, or police purposes,
2f. in the event of explosion due to the rupture of the fuel tank, a protective plate between the fuel tank and the ground, and a layer of titanium reinforcement around the tank itself.

3. All nations must establish uniform automobile operation and traffic regulations, license tests and requirements, and vehicle registration and insurance procedures.
