2 questions on Giant Rats

These 2 came up in my last game and I wanted to clarify.

1. If running the standard rat dart formation (2x3 w/ packmaster in back), can the packmaster be killed in the first round of combat if your opponent only has troops of a single initiative level?

2. The rules for the Giant Rats have a clause for what to do if the rats begin a turn without a packmaster (i.e. charge or turn to face). If the rats are already fleeing, does this rule take precedence?

MUTATE: I am interested in both RAI and RAW.

1. No. You can only strike at what is in base contact when your initiative step is up. The same is true if an opponent spends an entire Initiative step killing the Unit Champion, then a character steps forward, if the opponent has no attacks that happen after that initiative step, then they cant strike the character that turn.

2. No, they keep fleeing.

For #2...why? Fleeing happens in the compulsory moves subphase, which happens after the start of turn subphase. I think you are right for RAI, but I think RAW might have the pseudo-frenzy action take precedence.

Because they're fleeing.

When you're fleeing you don't do anything else, you just keep running away.

There are some rules/ items that allow the bearer to always be frenzied, but if they start fleeing (after breaking from combat) they still have to Rally, they don't keep taking frenzy checks/ charging whilst fleeing.
