Ok two quick questions out here to you all. First on the little guy that is facing forward here. The stuff on the top of his head. Is that supposed to be fur or is it more like bone protrusions? I was going to paint it up as fur, but it doesn't look like the fur that is on the other skaven heads.

on the skaven that has his back to us. How do you all paint the butt area? Is it supposed to be all fur, or is it all skin except for that small little patch of fur?

The one and only.
It is whatever you want it to be.
The first guy's little spikes look like they could very well be bone, but he could also be testing out a new funky hairstyle. :D
For the second guy, whatever you like more. My Skaven are all completely covered in fur, so I paint it that way.

As Kimzi mentioned, the choice is totally up to you. There are two good ways to go about it: either painting it as fur and using the same colours as the surrounding area to maintain consistency, or paint it as bone/skin with a nice contrast to the rest of the model. Go for one or the other and it'll look great: just don't try to do both and get caught in the middle :)
