Collecting advice; Where to do next?

I appreciate you probably get a few of these but money is valuable as you all know!

I have 20 Clanrats, 20 Plague Monks, a Ratling Gun, 3 Gutter Runners, Warpfire Thrower, Warplock Engineer and 2 Assassins (latter 5 all bought a few years back and metal). I was thinking of pickking up the IoB set on eBay but where to go from there? I assume more clanrats/slaves are the standard answer but have no specifics to gear towards a certain style of list. Just want to make the most of my scarce money to be honest!

Not particularly fussed about lists but it would be decent to have a target point to eventually meet. Was generally thinking WLC or Doomwheel though, both seem fun.

Some more Plague Monks won't hurt either. I only have 20 of them myself and have found that you really do need about 40.

I would buy whatever you are going to enjoy painting and worry about lists later.
This is what I did. I am not "competetive" when it comes to the hobby and prefer to have a nice looking display army and leave worrying about getting thrashed to someone else.

Warp Lightning Cannons are awesome. The miniature, in my opinion, is beautiful; and once in the battlefield it's very "Skavenish"... you never know how it will shoot (if it does, or if it actuallly does in the right direction). I once blew my Plague Catapult with my WLC. Epic moment that was.
Really... Buy whatever you want to paint and field. It's your army and your choice!

Outside of the WLC and the IoB set, if you want to go small time - get a few Mortars from the IoB set, they are great on the table and look good doing it

Going to sound like a broken record here but IOB set is your best bang for the buck skaven pickup. Nice models, amazing base collection and honestly all you need to top it off is either a Warp Lightning Cannon or a Doomwheel. Picking either is a win win situation. If you like the modeling painting aspect of the game a lot you also won't go wrong at getting a Hellpit Abomination. Honestly if you look at the modeling section here on the forum you will see some great examples of what some of the members have done with an HPA.

Skaven happens to be one of the few armies that has an answer for everything when it comes to playing. The short end of playing Skaven is of course the high model count. If you are planning on playing and making it competitive keep in mind that you are going to be fielding both a high number of slaves and clanrats. This fact alone also sells the idea of looking at IOB skaven sets either on ebay or from other hobby sellers as it is the most bang for your buck. You can even at times find specifics from the IOB set so if you are only wanting extra poison wind mortars or warpfire cannons you can pick those up as singles from the set.

Playing this game on a budget is hard. The advantage to Skaven is after you focus on slaves and clanrats anything else added to the army is honestly what you are interested in and usually will serve its purpose quite well. The army is far from cookie cutter so you shouldn't be worried about needed to focus too much on "must haves".

Throwing in my vote for the Warp Lightning Cannon as well. It's a remarkably well put together kit. Terribly clever how they made a model that can go together in three different ways (6 if you count the catapult) and look as good as it does. I was very impressed at how the platforms fit on there. I plan on getting at least one more.

The Doomwheel, too, is a fantastic piece of work and complicated as hell to assemble and paint. Plus it comes with a few extra giant rats which are always handy.

Basically, I'm just echoing everything said above this post.
