So I know you can only take an arcane item if you're a Wizard, but what about a character like a Warlock Engineer that *CAN* be a Wizard, are they allowed to take Arcane items if they haven't purchased the Wizard level upgrade?

I'd say no. They are buying the right to be a wizard with the level purchase of a wizard level.

To quote the piece of text above the arcane items : "only a character with a wizard level can buy an arcane item". So the warlock can only take an arcane item IF you buy the wizard upgrade first.

Nope. Potential Wizardry doesn't cut it, the character actually has to have a Wizard level to take Arcane items.
