So I know you can only take an arcane item if you're a Wizard, but what about a character like a Warlock Engineer that *CAN* be a Wizard, are they allowed to take Arcane items if they haven't purchased the Wizard level upgrade?

I'd say no. They are buying the right to be a wizard with the level purchase of a wizard level.

To quote the piece of text above the arcane items : "only a character with a wizard level can buy an arcane item". So the warlock can only take an arcane item IF you buy the wizard upgrade first. Flem, |

Nope. Potential Wizardry doesn't cut it, the character actually has to have a Wizard level to take Arcane items.
