Is it just me or do the rules not say which army can use them?
They're useable by all armies. The experimental rules presented for these (and the Skaven wolf-rats) are taken from their upcoming Monstrous Arcanum book, which contains loads of extra 'summoning scrolls' for Storm of Magic. That's why you see terms such as 'Tail attack'.

I've never had the pleasure of playing against them, since I didn't come into the hobby until 5th edition. I knew of them though, always wondered why GW got rid of them, maybe because the models were so awkward they didn't sell back then?

It was a combination of models that weren't very well received, the rape thing and that there was a miscommunication between the sculptors and the rules writers, so they ended up as big guy models with small guy stats.

These new models look quite nice and end up cheaper than most new GW MI models, which is a bit weird.

AHhhh....A bit like the dogs of war mercenaries or summoned monsters. Do FW ever set their rules in stone (like white dwarf) or do they always remain experimental and therefore at risk from an opponent having grounds for refusing to play against them? I'm just asking out of curiosity. I've never actually played against any forge world models.

Well, whenever they release them in books they are "set in stone".

How firm that stone is depends a bit on rule turnover. Some 40k vehicles (mostly) have been updated several times with the changes to Apocalypse, Apocalypse Revisited v2 (or whatever it was called) and so on. For those unfamiliar with it, Apocalypse is similar to Storm of Magic in application.

Whether FW releases them or not, fairly generally FW is considered "opponents permission". It's a bit of a mess really. Eg the latest FW-WF book said, "hey, we are totally official, honest! No really, you can play this anywhere. Srsly? Are you listening to us?" but then GW doesn't allow the lists in official tournaments.

Technically an opponent always has grounds for refusing to play you. If you want to be sure to get to play with FW stuff (unless it just a model using armybook rules) it'd be courteous to ask in advance. Or at least be prepared to convince them with the rules at hand.

FW stuff has a reputation for being a bit all over the board, and that's not too far from the truth still.

I seriously laughed out loud when I read that part. I totally imagined the exchange :D
If GW don't allow FW rules in tournaments then that's a blatant rip-off and forge world have no business charging money for rule books which are essentially worthless. Forking out X amount of cash for figures (and rule books) and giving your own time and patience to paint them (and read them, respectively) only to be told by the same company "you can't use them" is bloody piratical.
Might as well make your own rules up.
