You've got an illegal army there, only 1 unit of Stormvermin (and only 1 Plague Monk unit) can carry a magic standard.

(At the absolute most Skaven can only ever take 3 magic banners; 1 Stormvermin, 1 Plague Monk and 1 BSB)

I kind of like it. I wouldn't let your BSB anywhere near the generals unit, whom I'm assuming you want in combat. I will say this though. You may find yourself disappointed when you have to rely on the stormvermin. They won't go toe to toe with the elite of other armies. Lets run a breakdown of everything that will beat them in combat oneway or another. Chosen, swordmasters, any lizardmen, marauders, tomb guard, Grave Gaurd, Dark elf well anything really they have and will use their magic, Slaves, if you run them in horde a multiple charge from bretonians, I daresay swordsmen from empire, Greatswords, chaos kinghts, warriors of Chaos, Ghouls, eternal gaurd, Heck most dwarven units, ogres, trolls, bestigors, and mintuars, But dont take this the wrong way, i like the list. its themed and is unique. it just has flaws that are easily exploited, no magic defens for one. People can ptty much cast what they want to against you.. And lore of death or shadow will make you hate the game. And your weak against shooting, so i'd duplicate the unit of gutter runners.

Get those units in the flanks of the opponent and watch him die slowly.

Also, I find that Stormvermin actually kill Daemonettes every day if the Nettes are not in Horde Formation.

Ok then I'll drop the flaming and movement banner. Kinda looked over the number of magic banner allowance.

Maybe drop the champs, banners and then put a dispel scroll in somewhere (although I need a lvl 1 mage then)

The question is: Is your army going to survive 2 rounds of magic without a lvl 4 for defence?

its going to be painful, but its survivable.

Personally I don't think the "Elite" skaven army works (the lack of banners and buffs we can give out) but hey, give it a shot, let me know how it goes.

not necessarily, but if they use death magic, they kill your warlord, then you lose the game with out your inspiring presence rule. Or dark elves who can have ton of dice with their basic spell spamed throughout the army. Or them buffing units. Try to win combat with some great swords with stone skin on them. toughness 7, no thank you.

SV is only 7pts each, so don't espect that can win any 1x+pts Infantry without support and magic......

If you don't want any wizard
Try get some magic resistance, they can combin with ward save so your character can have 2+ save against most spell

I all suggest one or even two more smaller unit of Gutter runners
As you have no magic defend, using Gutter runners to kill enemy wizard maybe work for you
