Hate to mess with your list more, but I just don't think 2 plague monk units is worthwhile. Plague monks are weak against opponents with solid armor saves/high toughness, and one of the units isn't getting a plague banner (so you can't double your sixes in a bad match-up either).

You mentioned the HPA. One of those instead of the 2nd plague monk unit would give you a more versatile offense.

Seer on a bell is good if you can protect it. You do lose some mobility on the seer by going with the bell though.
If he is up against such things, he can use the plague lore, kill kniggits with Plague and kill high Toughness with Bless With Filth. Not that hard. His Warp Lightning Cannons will also work well.

+1 to borgomos. Hellpits are the stuff our foes have nightmares about. they are still hands down one of (if not the) best monsters in the entire game.

I've heard that cannons make a right mess of monsters, with just one monster and nothing to take out war machines is it really wise to bring one along? Skaven seem to be really lacking when it comes to hard hitting infantry...

Skaven cannons are not as reliable as your normal, fix-Str10 cannons of Empire/Ogres/Dwarves. Sure the monster has a large enough base for a cannon to easily hit, but as Skaven you also have to roll at least 6, more likely 8-10 to actually damage that monster in question.

Doomwheel's hunt monsters a lot better since at least for a single doomwheel we have a total of 3 shots, albeit with armor saves.

Hellpit itself can go to-to-toe with many monsters, though Arachnarock spider and some other monsters will give it a run for it's money.

Mutate: Warmachine hunting is the duty of Gutter Runners, and they are very,very,very good in that department.

not to mention there is a great overstatement on cannons right now.

there are currently 3 RACES out of 14 that can take reliable strength 10 cannons.

and even those three (empire, dwarves, ogres) will have to deal with gutter runners, storm banners, and a 4+ regin.

So taking monsters is still a perfectly viable option
