Hi, thanks for taking a minute to check this out. I'm brand new to playing skaven and have just picked up playing warhammer again after a number of years and am new to eighth edition as well. I have penned out a 1000 point list based mainly on the models I have, though I have a soft spot for clan pestilens and when I eventually expand this army it'll probably be largely based around them, however, here's what I have so far.
HEROES
Plague Priest - 139
-lvl 2
-flail

Chieftan - 70
BSB

CORE
20 Clanrats - 120
- FC, Spears and Shields

30 Clanrats - 155
- FC and shields

30 Slaves - 60

SPECIAL
20 Plague Monks - 165
-FC

25 Plague Monks - 200
-FC

RARE
Warp Lightning Cannon - 90

I think that comes out to 999 points. I'm thinking about losing the WLC for a poisoned wind mortar and maybe something magical for the BSB but at the moment I feel like the real weakest link is the 20 clanrats with spears. So I'm pretty open to any ideas anyone has as I'm sure you're all a lot more experienced in building lists than I am. Thanks in advance!

id try to aim for every unit being at least 30 models

drop the spears from the clanrats.

the warp lightning cannon is by and far better than a wind mortar. (and i hate cannons myself)

I d drop 15 plague monks . Put the rest of the monks together to form a group of 30.
This leaves you with some points left to add to your second group of clanrats. (More then enough to field 10 more and add a poisoned wind mortar).

As Mathusala said...dont use the spears. Half the time you get them back dirty and stomped out. (and the other half of the time, you have to go to the battlefield yourself afterwards to pick em all up, because all the spear wielders died...)

I find a plague priest lvl 2 a bit overprices for a 1000 point game. But thats just my personal flavour.

Where are you going to put your BSB? Cause if you put him in a unit, you may drop 1 clanrat. Which leaves you with a bit of more points left.

I think you get a descend moving phase with those. Plenty of models, plenty of units.
the magic phase is also pretty well balanced with your plague priest. Allthough i wonder about the flail? He s the kind of char you might want to keep out of close combat. So no reason to give him better weapons. (I d invest in either better armour, or an additional spellcaster for when this one decides to go to the afterlife).
Close combat phase is covered pretty good too (except as Mathusala already stated...the spears). Maybe give your slaves some shields instead? (and thus begins the entire discussion about slaves with or without shields all over again...)

I would drop the commands of all groups, except the one where you want to put your Plague Priest in.

You got a lot of blocks that have low numbers, which is quite a risk.

Perhaps combine the clanrat units into a group of 40, and use the leftover 10 models to up your slave unit to 40 as well.

That gives you two more solid blocks. As Mathu said, drop them spears.

I would also consider combining the monk units. at 1000 points, having 3 blocks of infantry is normal. Or at least up your other Plague monk group to 25 as well.

And yes, the Warp Lightning Cannon hits harder than the mortar, and is also quite more durable as well

Mutate: for the cost of a mere clanrat, the flail adds so much to the Priest. he is also t5, so he can handle combat with your average troop
