The d6+3 autohits if your enemy pursues also looks quite nice, but by the time your opponent comes to pursuit, he knows you have the banner and will try to restrain if he can, so it's really only useful against units that can't restrain pursuit (like those with Frenzy)...
This should be perfect against Warriors of Chaos, or even better Chosen! (As long as they don't reach you... :blush: )

ok someone mentioned before that by the time you flee your opponent knows you have the banner and will restrain.... THATS A GOOD THING! :D because now your relatively expensive storm vermin haven't been run down! :D

One other question, does base contact mean corner to corner? so one 20mm model will be in contact with three 20mm models?

It may be in contact with three models. Doesn't have to be.
