Empire Detachments

Something I've been wondering.

In the Empire book, in the Countercharge section, it says "If a Detachment has not been charged it can declare a counter charge."

Does this specifically refer to successful charges, or does it include failed charges.

I've looked about and can't find and answer.

In my area we've played it as successful charge, since if someone attempted to charge the detachment but failed to get in, the Detachment is free to counter-charge, whereas if it's already locked in combat it can't.

As I remember it can only be performed if the unit is charged successful "failing to charge" does not allow you to charge in and I would image it would be called a counter attack if the unit was moving to block to the attack rather than to pitch in with the other unit.
