Closest equivalent is the Book of Secrets from Warriors of chaos. For that, the FAQ states that the wizards ceases to have their old powers and only has the abilities from the book. So your grey seer would be a L2 wizard with spells from a random common lore, and he'd have stupidity. No L4, no skaven spell books, no 13th spell. :(
