I want to start 40K, but what should I take?

Mad Skaven Strategic Genius that Sucks At Painting
Hey, I want to start 40K, but I need your help to decide!

I am looking for an army which has lots of Elite units, so less miniatures and painting. I have been looking at Tau and the Marines, but want to know what other good "elite" armies there are.

SM, CSM, Tau, Necron. all elite armies.
CSM used ti be fun with the different books, now they are just generic space marines with a few different rules and less variety.
SM are fun and lots of codexes to chose an army from.
Tau might be a few more models due to the Kroot part.
Necron have the monoloith.
that being said, i only have a small 1.5k force of CSM and rarely play 40k due to the throw dice-take cover saves systems so i don't know how usefull this is :D
It would be ugly to watch people poking sticks at a caged rat. It is uglier still to watch rats poking sticks at a caged person.

Any other? Can I fill Tyranids with Tyranid warriors to make it elite or is there any restriction?

warriors are HQ, you still need gaunts or jeans-stealers for troops afaik, only looked through the 'nid book once or twice, but a viable nid army needs a horde part i think.

How bout Eldars? I heard their Specialist troops (Scorpions, Spiders, dragons, etc)
Are quite expensive and good.

Evidently they're moving to the Troop section, so the days of an all monster tyranid army may be viable once more.

(Ofcourse I haven't played 40k since 2001, and that was only Eldar and Blood Angels, so I have no real idea)

Tau are pretty poor in the current edition, as are necron.
Your best bet would be Space Marines, Space Wolves, Chaos Space Marines, or maybe 'nidzilla.

With Tyranids you can take up to 45 warriors, they fill out Elite AND HQ slots and from the rumours they'll also be able to be taken as Fast Attack AND Heavy Support. You'll still need troops, but those can be filled with Genestealers.

I play the Bugs, and I'd recommend the bugs because... we're getting a new codex and a plethora of new models come January... including the Trygon :D

I play Tau, and love them!

They have scope to get a variety of army list builds so you wont get bored, the battalion box is a REALLY good place to start and great value, and they have great fluff.

Surprisingly, Orks can actually be one of the most Elite heavy armies out there.

2 Ork Warbosses, 2 units of 10 Nob Warbikers is a legal army (2 HQ, 2 Troops), and depending on the upgrades, is around 1400-1500pts. Toss in some Deffkoptas, Mega Nobs, Killa Kans, or other rather pricy units/vehicles, and you can pretty easily have a 1500-1700pt with under 30 models, and is pretty dangerous too. Nob Bikers are pretty nasty.
No battle plan survives contact with Clan Skryre.

if you want the smallest army possible and very elite take space wolves

Logan grimnar
and his terminator army including arjac rockfist terminator unit upgrade he throws hims thunder hammer and it comes back assut 1 strength 10 ap1 and his storm shield gives+1 atack in the first round of combat
