The problem you have is that Clanrats will probably be changed as they are really dated. Clanrats are mainstay units so you need to have them in a standard skaven army. You could proxy in Plague Monk model for them as Plague Monks are very new, but they have the wrong weapons.. I think the best plan would be to take plague monks add a few extra plates of armour to them with green stuff and try to blag a mixture of shields off mates. They wont be identical to the new Clanrats but they will have similar proportions in the hands and feet so they will just look like a different unit, rather than a different race (monkey rats)

I have no problems in incorporating plague monks as plague monks in my army but are you 99% shure they are not going to be remade ( and also isnt Rat ogres quite new?)

That's not what I was saying... What I'm saying is... YOU MUST HAVE CLANRATS in a skaven army... but the clanrats are going to be changed... you see the problem?

So

Either you grin and bear it and have old clanrats alongside the sparkly new ones next year

OR you convert clanrats out of plaguemonks which will fit better with the new ones when they come out.

if you don't mind waiting then you could paint plague monks and the contents of the moulder box without fear of them getting better models. it might be a while between you painting them and using them in a 7th ed skaven army.

but if you don't mind waiting, those are the 2 things that are guaranteed to not get new models

mutate: the censer bearers are new too so you're ok with them.

I also doubt the Warp Lightning Cannon will be redone, large metal kits rarely are.

The way I see it is that the old clanrats will still do for now. They're not that bad the way I see it and over the years the quality of the sprues has risen considerably.

The new clanrats will probably still take another year at least and the way I see it that's a long time to wait before being able to start an army. If you still feel like holding out, you might just want to buy like 60 clanrats or so and assemble them so that they can count as both clanrats and slaves so that when the new clanrats come, you can use those as your clanrats and the old models as your basic 3 units of 20 slaves. Also, as Niz'Tizi said, the plague monks, plague censer bearers, rat ogres and giant rats were newly produced no less than a couple of years ago, so the chance that they'll be updated is about as low as it gets. Anything you can do with those boxes (or large metal kits like the warp lightning cannon and the screaming bell) will be 100% sure to survive the comming update.

I think you're making a dilemma out of nothing to be honest. Look at the online store, and look at the models you really like. You'll still like them if they're replaced, then you'll have more variety. Not having all the newest models makes your army better, not worse. Clanrats should for sure be replaced, so maybe shy away from them, but for now, get painting models you'll enjoy painting.

Bodacious has the right idea, take the required Clanrats for now and run them as slaves (as befits those accursed things :P ) next to your shiny new clanrats.

The only thing I really want is a rat box that can be used as Clanrats, Slaves, or Stormvermin. And maybe a plastic general. And a Doomwheel. And a Verminlord.

Because I cant wait, Ive basicly done a little conversion work using a PM box and a Clanrat box.

Chop PM in half, use top half + Clanrat lower body = Slave.

Upper Half of Clanrat + Lower half of PM = Cool looking clanrat.

And if your worried about the spare hand weapons, just chop them off and leave the hand.
