2250 Screaming Bell vs. Dark Elves

Hello!
This week I have a game vs. Dark elves. I play the first time in a regional league. I decided to play with a screaming bell, because I don’t have that much modles to play a “regular” 2250 points Skaven army. I hope my English is good enough (I don’t know the magic items in english) :

In the league are the followed restrictions :
- Max. 9 energy dices per magic phase
- max.14 jezzails
- max. 3 weapon teams
- max. 1 warplightning cannon
- max. 2 times the same special slot

I’am not an experienced player and so I wrote a balanced list versus all armies :

1 Grey seer, Bell, Magic item 30 pts (3+ ward versus magic and normal missiles ), Magic Item 25pts( neutralise spell ), Magic Item 25 pts( reroll 1 dice,Talisman)
1 Assassin, Magic Item 50 pts (Stars)
1 Warlock Engineer, all equipment without pistol and energy dice producer, Magic Item 25pts( neutralise spell )
1 Chieftain, BSB, Warbanner

25 Clanrats, Musician, Standard, Spears, Ratlinggun (Spears because I painted them with spears)
24 Clanrats, Musician, Standard, Ratlinggun
20 Clanrats, Musician, Standard, Champion (with Bell)
24 Stormvermins, Shield, Musician, Standard, Magic Standard 20pts(+1 if more troups then the opponent)
21 Slaves
21 Slaves
21 Slaves
5 Nightrunners
5 Nightrunners
2 packs of Giant rats
3 Gutterrunners, Tunnelteam, poisoned Weapons
3 Gutterrunners, Tunnelteam, poisoned Weapons
7 Jezzails
1 Warplightning Canon

So that’s the List.
and here are my questions :
What do you think about the list ?
Versus Dark Elves : What should I change? I don’t think the Assassin is good in this Matchup.
Do you have standard tricks for the screaming bell?

Your Grey seer have the tenebrous cloak, a dispell scroll and the Warpstone Charm (or Amulet), for the cloak i prefer the twisted crowed that give regeneration to your seer.

Warpstone Stars, i never use him but... Prefer a other Warlock with storm deamon, the bounce spell warplightning for only 25 pts.

All must be at 25 it's more sure for panic, your stormvermins are good with the swarm banner.

The night runners by 5, provoc panic test, not really sure of them, Gutter runners are good and Jezzails i prefer by 9 for the panic test for missile loose, but it's good. Don't forgot with the Giants rats and the Stormvermins to hit the flanks.

Roll three dices each phase, you are a skaven, and don't forgot to eat warpstone token. ;)

That's the problem.
I can't eat warpstone, because i can only use 9 energy dices per phase ( 2 normal+4 seer+2 bell+1warlock). I can't use storm daemon,because of league rules (uses 1 energy dice). So i can only use the token, when the warlock dies.

Where should i get the points for your changes? The bell should neber be in close combat, aren't 20 enough (are immune to psychology) ?

Should i cut the assassin versus Dark elves?

Cut the assassin and take a Chieftain with heavy armor and some combat items and put him on the stormvermins.

Cut Giant Rats and the Champion for have points. ;)

As Scruitiss stated, your clanrat and stormvermin units need to be bigger. Clanrats should be 25, preferably 30 strong (the unit with the bell could be 25). I agree that you should drop the assassin, add in a cheap chieftain if you have points left over after the expansions. Everything else looks very good.
