I've tried to glean as much useful tactical information from these forums as I can. I don't actually own any miniatures yet, so everything here can be rearranged. I may have made glaring tactical mistakes. I hopefully have all the rules correct and this list is totally legal (I think it is anyway). Here goes:

Heroes (319 points):

Plague Priest, with Flail, Bands of Power, Talisman of Protection

Chieftan Standard Bearer, no equipment besides army standard

Warlock Engineer, Warp Blades/Condenser/Accumulator, Storm Demon, Dispel Scroll

Core (746 points):

29 Clanrats, musician and standard

29 Clanrats, musician and standard

2 Ratling Guns

7 Night Runners with extra hand weapons

7 Night Runners with extra hand weapons

20 Slaves with musician

20 Slaves with musician

2 Giant Rat Packs

2 Giant Rat Packs

Special (307 pts)

24 Plague Monks with extra hand weapons, standard, Musician, Banner of Burning Hatred

5 Jezzails

Rare (102 pts)

6 Plague Censer Bearers

1499 points

My general idea is to have three large infantry blocks, the 2 clanrat units and the plague monks. A clanrat unit will form the center, and contain the Chieftan, who will hide like a coward in the unit, hence his lack of anything. I don't know if that's a great idea or not, but it seemed very useful and very Skaven. The Warlock leads the other unit of clanrats, and the Priest leads the Monks.

The Nightrunners screen the clanrats, and the Censers screen the monks. The giant rats go to the flanks to do their thing, the slaves sit up front to die horribly in a manner of my choosing, and the Jezzails and Ratling guns blast at things.

Some things that bother me a little. First, if they are screening do I really need the extra weapons on the nightrunners, and is 6 enough? Second, will my Warlock Engineer be able to get a clear shot with his spell while still having screeners? Also, is the dispel scroll he bears pointless or a good idea? And are plague censers a good idea for a screen given their cost? I figured I'd do it since they have to stick with the monks anyway.

I had also considered putting the plague priest in the Warlock's clanrat unit to bolster their leadership, and leave the monks without a character since they're my most confident block and will be in range of the standard. Perhaps move the Warlock to a nightrunner unit?

That is an excellent, well-balanced list.

Suggestions:

The extra hand weapon would be more beneficial for your priest with the bands, as it will give him 5 high strength attacks, rather than 4 with the flail. Since he is your general, consider giving him the warpstone amulet for a better ward save (it is usually worth the risk).

Since you have one caster, the Accumulator is unnecessary because the engineer is unable to use the extra dice it provides.

The nightrunners should be decreased to 6 models each to avoid panic tests on friendly models if they end up fleeing (and they often do with leadership 6).

Regarding your questions:

If the nightrunners are only for screening, then no, you do not need need the extra hand weapons, however nightrunners with two weapons are very useful for killing mages/scouts/light cav so they are definitely worth taking. Frankly, your clanrat units do not need screening at 30 models (and no your warlock would not get a clear shot with a screen), but the plague monks should have a screen, especially since they have the banner of burning hatred. I would recommend taking one unit of 6 nightrunners with no upgrades for plague monk screening, and keeping the other unit as is for harassment/march blocking.

The warlock's dispel scroll is certainly useful, other than the unnecessary Accumulator your warlock's equipment is flawless.

As I stated before, use a unit of 6 nightrunners with no upgrades to screen the monks, preserve your censer bearers, they are outstanding fighters.

Do not put the priest in a clanrat unit. Because of his frenzy he may be forced to leave the unit and declare a separate charge. Your general's subsequent death would not bode well for the rest of the battle. There are a few things you can do. You can either place the priest in the plague monk unit, or switch the priest for a chieftain. I would recommend switching to a chieftain as he can be placed in a clanrat unit and would provide a more stable sphere of influence. Granted he does not have the priest's fighting abilities, but he is cheaper.
