Skitterleap on Fleeing Characters

Okay this situation might start up a hot dispute, but I think it is very important for all of us Eshins to clear it up....

What happens when you cast Skitterleap on a character that is currently fleeing?
(failed his roll to rally)

1. Are you allowed to do this?

2. If so, when you place him on the board elsewhere, does he still count as fleeing?

3. Can you Skitterleap the fleeing character into combat, effectively rallying him?

I'm hoping that someone knows a rule in the BRB that clears this up, but it isn't addressed in the Skaven rulebook....

Can anyone help?

1) I don't see why not.
2) I would imagine so.
3) No, he wouldn't rally. In fact, I'd assume he was instantly killed if you did so since he doesn't get to run and was now in contact with enemy troops.

Over the weekend this situation came up for me. My master assassin was ported into a unit to slay the character then naturally lost combat and ran away. The following phase he failed his rally check and kept running, so in the magic phase I asked my opponent if I was allowed to skitterleap him. My opponent asked someone else in the store and they said "sure, no reason why not" so I went ahead and did it. In my case, I simply moved him more towards the middle of the table in case if failed his next rally check.

I think Tilera is exactly right. The best effect for this would be to cast it on a character is about to flee off the table thus giving him another attempt to rally before fleeing off.
