00~HOW IT WORKS

When creating a profile, the creator will list the 3 ATTRIBUTES in the order of importance to their character. For instance, Naruto's would be:
Ninjutsu
Taijutsu
Genjutsu
This order of importance will directly coincide with the focal point of their fighting style.

This order will determine the maximum strength each ATTRIBUTE will be capable or reaching. In our Naruto example, Naruto will never become super amazingly strong in Taijutsu and never be very capable in Genjutsu at all. However his Ninjutsu can control to grow in strength unhindered.

Each ATTRIBUTE governs how well versed each SKILL can be trained. While in our example, Naruto can never become exceedingly wise. In fact since Genjutsu is last, not until Naruto reaches the Rank of Elite Jounin will he be able to attain moderate Wisdom as the SKILL Wisdom is governed by the Genjutsu ATTRIBUTE. However our Naruto here will be capable of maxing out his Chakra SKILL as it's governed by his highest ranked ATTRIBUTE.

~When this stat reaches 100, the caster may add a jutsu that is capable of fully taking control of their opponent. (this jutsu cannot be used to kill an opponent and may be broken out of)
* Genjutsu Knowledge
~The number of Genjutsu your character can posses. The number of jutsu is this SKILLS' amount of points divided in half. This SKILL also determines the ranking jutsu you can create. This will be explained in the Jutsu section.

Regarding Stealth/Locating:

The amount of posts it takes for a character to find another character is determined by the differential in Stealth. For every ten points in difference it takes one post to find the one you're looking for. (Meaning that if you have 10 in Stealth and your opponent has 30 it will take you two posts to find him, allowing you to attack accurately at the third post.). If the differential is less than 5 (such as 10 vs 14) you may attack in the first post (although you cannot make an all out attack.).
To avoid battles consisting largely of people finding each-other and then disappearing you will be visible for at least One post minimum before disappearing.

Stat regulations (finding and hiding):

For KG's related to eyes and/or sensing abilities a simple system will be implemented. The amount of points you have in your KG (This accounts for Byakugan and sensing KG's which amplifies smell and similar abilities.) you divide the points in half and add it to your Stealth/Locating. This only accounts for finding opponents and does not help you in hiding.
For techniques such as Kiri Gakure no jutsu (Hiding Mist Technique) and Meisai Gakure no Jutsu (Hiding Camouflage Technique) these techniques (and all look-alikes) will gain a +15 (the first) and a +25 (the second) regarding hiding. (Note that Meisai Gakure cannot be seen by the naked eye and as such you should 'stumble' upon the person you're looking for. Also note that Kiri Gakure no jutsu will yield both of the ninja the +15 stat increase if the user has not trained in sensing his opponents after using that specific jutsu, this must be RP'd.).
Characters of the Inuzuka Clan gets a +15 in stealth when attempting to find an opponent due to supernatural smelling, any other clan with similar abilities also receives this stat increase, this must be specified in the profile once made.

I would also be noted that using smoke grenades will give similar results to those of Kiri Gakure no jutsu (Hiding Mist technique).

Regarding characters with 0 in stealth and using animals for tracking:

The unfortunate characters wish 0 in stealth (thus lacking basic ninja training in avoiding pursuit and/or tracking potential victims) will not be able to find characters which are hiding from them IF the difference is higher than ten points. Of course if the character has a KG which allows them to track people this is changed.
Characters who use animals for tracking will either have to add a jutsu for communication with the specific creature (akin to Kiba's innate ability to understand and talk to Akamaru) or will have to be of a clan strongly associated with a specific animal (The Inuzuka and Aburame clans are great examples of this.) in order to successfully track and find an opponent. Secondarily, if no such jutsu or affiliation is present you cannot track opponents.
If you use a communication jutsu there will be restrictions on how many creatures you can communicate with at a time. Furthermore it should be added that any and all creatures that are not present in the manga/anime will be counted as having 0 in all stats until stats have been added (this to eliminate PG:ing in both tracking and fighting.).

Regarding awareness of being tracked:

If you are covertly trying to track someone (who is not Karin who is the only character in Naruto that can actually randomly sense chakra) if the person you're tracking hasn't specified that he/she is on the lookout for pursuers he/she will not be able to sense the pursuer. This also includes having bugs randomly appear out of nowhere and anything similar to that situation.

05~RANKS, POINTS AND DISTRIBUTION

Points and Distribution
Points are to be distributed between SKILLS. Each Rank will be allotted a base number of points. Once the required amount for the next rank is reached the RPer may request that his or her Village Leader to advance them in rank. Until this is done the character may not add anymore points to their stats. However this does not hinder them from earning more points. These points are to be set aside in the "Point Pool".

Point Pool
The Point Pool is a section located in your Member Title. Points you've earned will be added to your Point Pool by a Moderator. Once your points are approved by a Mod your points will be removed from your Point Pool. This will make sure all stat alterations will run through an Administrator prior to be added to your Character Profile.

Points and SKILLS
The amount of points allowed per each skill is limited by it's governing ATTRIBUTE and the Rank of the Character. Below is the Rank-to-SKILL allowance chart.

Specialty SKILLS
Two skills from each attribute will be allowed to exceed the skill max of that attribute. Meaning, a Genin can have two skills with 50 points in their top attribute. Two with 30 in their second attribute. And two with 20 in their bottom attribute.

Earning Points
Points can be earned in several 2 ways.

* Training.
* Completing Missions.

In both circumstances the Village Leader will be in charge of this. If character has no Village Leader, an Administrator or Moderator will distribute the points accordingly. To get credit for earning the points, a PM with a link to the thread should be sent to the Village Leader or Administrator.

Base Points per Rank
Each Rank receives a base amount of Points. Meaning once a shinobi advances in rank, they will receive the difference in Points between what they currently have, and the base amount of their new Rank. Below is a chart for each Rank and it's base Points.

Advancing in Rank
Advancing in Rank is completely up to your leader. If you don't have a leader you'll find it more difficult to increase in Rank. Without a leader a shinobi has no one to increase their rank. This is one reason why finding a village is an advantage to becoming a Missing-Nin. Missing-Nin can advance in Rank, however this is to be done by the Administrators and Moderators.

06~ELEMENTAL AFFINITIES

A shinobi may obtain their Elemental Affinity when they reach the rank of Chuunin. When they reach the rank of Jounin, they may add a second Elemental Affinity.

07~SUMMON REGULATIONS

* Mythological Creatures are banned. Dragons are an exception to this rule. This is a judgment call on part of the Staff members.
* To form a pact you must RP it out. Meaning you have to actually sign the pact prior to gaining a summon.
* Summoning Items is an exception.
* Those who already have summon pacts are exempt from these rules.
* Summoning Jutsu count as Ninjutsu.

Abilities
Abilities are techniques that aren't considered jutsu. Tree Climbing, Rope Escape, and Water Walking are a few examples. Below are a list of Abilities and their requirements.

Further Notes
[*]Summoning
~Summoning is a Ninjutsu. Animal Summons can only be preformed by Chuunin or higher.

Specifications for Kekkei Genkai's.

* The Kekkei Genkai should be it's own sub-group, independent from the others.
* The ability cannot be activated until the user has put 20 or more points in it. Depending on the characters number of points different levels of expertise can be achieved.
1. Nara: To avoid unnecessary confusion I deem that these non-genkai's to be treated as jutsus. It is a clan technique, but I believe they could be taught to anyone (almost.), not like the rest of the Bloodlines (such as the Sharingan.).
2. Byakugan: Depending on the number of points the user has spent in the ability the precision and effectiveness of the attack increases exponentially. An example would be the difference between Hyga Hiashi (75-100), Hyga Neji(50-70) and Hyga Hinata (20-40).
3. Sharingan: Depending on the number of points spent the user can "learn/mimic" stronger and more obscure techniques (20-29 for C,30-39 for B and so on, depending on the jutsu type{Taijutsu - easy, Ninjutsu - Moderate, Genjutsu - Hard.}.) as well as the ability to foresee and act upon the moves other users use.

Taijutsu: E = 20 D: 30 C: 40 B: 50 A: 60 X: 70
Ninjutsu: E: 30 D: 40 C: 50 B: 60 A: 70 X: 80
Genjutsu: E: 40 D: 50 C: 60 B: 70 A: 80 X: 90


# The user does not have to specify beforehand what will happen once he/she reaches a level above 75, although as stated before the effects have to be approved by a mod.
# The effects of the specific tweak must be explainable by his current bloodline, effects that are not explainable are Sharingan being able to see Tenketsus, or Byakugan being able to read the opponents next move and so on, and so forth. It might however mean that the Sharingan-user might be able to foresee more than one action or a speciality involving the Mangekyu Sharingan (Akin to Kakashi's dimensional warp.).or being able to effectively control your own chakra system using the Byakugan.,
# It's all up to you, as stated before this system is developed for uniqueness between the different (or same) Bloodlines, so that two people can have the Sharingan and still experience vastly different effects when Roleplaying their abilities.
# When you make your profile depending on your Rank and Kekkei Genkai you will be given a number of points defined by the admin or mod that approves your profile. This number is based on the description of your Kekkei Genkai. You may train your Kekkei Genkai as you wish and will not be restrained by your current rank. 09~CHARACTERISTICS

Here you can add Weaknesses and Strengths. This section is very special. It can contradict your stats to and extent. Example, Naruto. He wasn't very bright as a Genin. However he was a fast thinker when it came to tricking people. In this instance you can add as a Strength "clever in battle" while having a low Intelligence. However for each strength, you must have a weakness. The Staff members will decide if your Stengths and Weaknesses equal out.

Update
To detect a Genjutsu
Player A is in the Gen,Player B is casting it
Player A has 70 Willpower,Player B has 60 Casting speed
Therefore player A can see they are in the Genjutsu.
As well as you must add stats to summons.
All summons will be equal to ones rank or lower.
A Kage level summon will not be exactly at Kage level but a bit lower allowing the use of 760 points at the level of BOSS summon.
Clarification:All other nin ranks can use just as many points as they use for the there summon. I.E. An elite jounin may use as many points as an elite jounin gets for there summon.

Keep in mind not all pets might be able to reach the highest levels... so if i ever se a E. Jounin squirrel or bunny... Lets just say i wont be happy...


Pets follow the same points as summons only pets are limited to one rank below yourself. So a Kage/S-rank can have a Elite jounin pet, A elite jounin can have a jounin level pet and so on. Genins limit their pets so that they only have two thirds of the genins points (140).

Note: This only applies to pets used for battle... pets that are not used for battle have no points.

Duel Kekkei
This was demonstrated by the Mizukage and Danzo, the ability to have two kekkei at one time. This can happen through birth or experimentation, it can also be caused by other outside forces. This however means you need to earn twice the kg points to master both Kekkei, and you will only receive points for the kekkei you have been using. If you use only one you get points for only that one not both, so no splitting. Also this is likely a very rare or elusive state or ability so only one of your characters is capable of having this. You can only have one stat boosting kg, the other has to be just an ability one.

Advanced Stat System
All advanced point area's give you abilities the higher they are, a bracket goes by hundreds from 0 - 100 to 101 - 200. This is only reachable however with specific things, a kg that gives stat bonuses. Which a user can only have one stat boosting kg, this can be through transformations or anything. This system may also be acquired by certain forms and styles which up stats, these are the only ways an they can't be always active. You must start at the base point system for threads and fights, then go to the advanced through rp.

~Chakra - 101 - 150 User has fifty percent more chakra at max then someone with one hundred chakra. 151 - 200 User has twice the amount of chakra as someone with one hundred chakra, if user allows their chakra to flow free it will be like an ocean of thick weighing chakra.

~Control - 101 - 150 Users are able to use jutsu extremely effectively, the user uses two thirds the chakra someone with one hundred control would use at max. 151 - 200 The user is able to use chakra to it's maximum efficiency at max, using one fourth the chakra of someone with one hundred control could use.

~Dexterity - 101 - 150 Capable of making handseals so fast they are unable to be seen by those not with at least one hundred points in dex or speed. 151 - 200 Capable of preforming jutsu by simple thinking the seal pattern they must make, this is the highest form of dexterity and is extremely hard to reach.

~Elemental - 101 - 150 The users element becomes greater in strength, while the user becomes resistant to their element slightly if they haven't already. 151 - 200 A shroud of elemental chakra covers the user inducing the elements effect if the shroud is touched, only the user can dissipate it.

~Fuinjutsu - 101 - 150 This allows for a great variety of seals and techniques. 151 - 200 The user is able to do sealing techniques without the need to even do seals. (only works for fuinjutsu)

~Juinjutsu - 101 - 150 User is able to have three cursed seals, but only one can be on them. 151 - 200 User is able to have as many cursed seals as they please, however only one seal per person.

~Ninjutsu Knowledge - 101 - 150 User is capable of using seventy five jutsu at max, nor more are allowed till later. 151 - 200 User is capable of using one hundred jutsu at max, this goes no higher.

~Strength - 101 - 150 At this point the user can leave craters where they hit, showing their strength. 151 - 200 At this point the user can punch through steel, the highest power of strength.

~Endurance - 101 - 150 User is able to take a hellish beating and still keep going, without passing out. 151 - 200 User develops toughened skin so hard regular steel blades don't cut, not without chakra or something else backing the attack up.

~Speed - 101 - 150 User moves so fast they kick up small tornado's when they start to run, anyone under ninety points won't be able to make anyone out . 151 - 200 Able to move faster than the speed of sound, capable of making sonic booms at will just by slowing down and speeding up again.

~Acrobatics - 101 - 150 Capable of dodging most attack from attacker, unless they share the same point racket. 151 - 200 Able to dodge nearly all attacks, with minimal movement.

~Marksmanship - 101 - 150 This allows the user to have precise accuracy to those lower than them, making it difficult to dodge. 151 - 200 This allows the user to hit anyone pretty much directly on target, allowing for exact marksmanship.

~Stealth - 101 - 150 Allows the user to become nearly undetectable when hiding by others, however those in the same racket or above beat it. 151 - 200 This allows a person to become invisible in a sense, capable of hiding their presence completely from others blending into the background.

~Taijutsu Knowledge - 101 - 150 User is capable of using seventy five jutsu at max, nor more are allowed till later. 151 - 200 User is capable of using one hundred jutsu at max, this goes no higher.

~Wisdom - 101 - 150 User is able to impose genjutsu on all those under them in willpower, those with equal intel however will be able to see this. 151 - 200 User is able of imposing genjutsu on anyone at max except those with two hundred willpower, which they can resist.

~Willpower - 101 - 150 User becomes immune to all genjutsu under one hundred, an can resist those up to one fifty. Along with temporary willpower resurrection, meaning they die after he fight or if killed again. 151 - 200 User becomes immune to all genjutsu at max, unless the genjutsu is of a special make or caliber. Along with full willpower resurrection, meaning they are capable of resurrecting an surviving. However if the body can't sustain life, like if their head is crushed or decapitated or body destroyed.

~Intelligence - 101 - 150 User is able to tell they are in a genjutsu form anyone lower than one hundred points in casting speed, allowing them to escape then genjutsu in they can. 151 - 200 User is able to tell they are in any kind of genjutsu at max, however depending on the genjutsu they may or may not be able to escape.

~Casting Speed - 101 - 150 Those not in the same bracket won't know they are in genjutsu at all, perhaps never figuring it out. 151 - 200 Keeps everyone from knowing they are under genjutsu, so much the genjutsu is nearly undetectable.

~Area of Effect - 101 - 150 user is able to capture seventy five people in genjutsu at max, till a further level is achieved. 151 - 200 User is able to capture one hundred people in a genjutsu at max, this goes no higher.

~Mind Control - 101 - 150 At this point the user is able to have a jutsu capable of controlling two people, however they still can't kill them and it can be broken 151 - 200 user is able to have a jutsu capable of controlling three people, but no killing with the jutsu and it can be broken by some.

~Genjutsu Knowledge - 101 - 150 User is capable of using seventy five jutsu at max, nor more are allowed till later. 151 - 200 User is capable of using one hundred jutsu at max, this goes no higher.

Abilities are something that a person can do but not all people can, like being ambidextrous would be considered an ability not a skill. You may have a max of five abilities, if you have six then it's a Kg. Passive Abilities are Kg related an are abilities that are always running, the work without the user needing to activate them.
