Alright Q102... here is a revised draft. Please have a read and make any suggestions for improvement. Europa is ready to sign this treaty.

Treaty of Alliance and Friendship Between the two Great Regions of Q102 and Europa

Article I – This alliance is ratified by the people of both regions, and as such should only be dissolved by the same and that henceforth the aforementioned regions are to be considered in alliance, and declared as such wherever necessary. If either region ceases to exist, for any reason, this treaty should be considered irrelevant and should be dissolved.  This alliance can only be dissolved as a result of, and following, the Constitutional processes of either region. Withdrawal requires a one calendar month notification of intent to do so. This time period will allow both regions time to take into account the effects of dissolving the alliance.

Article II - Citizens of either region should be considered the equal of citizens in the other, though their running for political office may be restricted by laws already existing or made henceforth. They should obey the laws of the region they are currently in, and should be free to move between the same. This article does apply to puppet nations.

Article III – With consideration for, and authority over, Article II, any nation from either region, who, in any way shape or form, is thought to be disruptive, discourteous or disregarding towards either region or the laws present there, is to be tried in his home region using the procedures in place. Puppet nations should be tried in the region they reside in. Pardoned nations do not have their pardon extended to both regions.

Article IV –Both partners agree to henceforth (and while this agreement is in force) cooperate in the sharing of necessary intelligence information deemed pertinent to their ally's well-being. Any nations convicted for disruptive, discourteous or disregarding behaviour must be reported to the other alliance member. The other alliance member is free to take whatever punitive measures (if any) it sees fit. Each region must inform the other of any actions taken in this regard.

Article V - Both regions will agree to defend one another in the event of a military attack and/or a crashing or griefing invasion. In the event of such an attack or invasion, the signatory nations will be obliged to assist the other if such assistance is requested.

Article VI – No alliance or similar document, past or future, should interfere with this document or its contents without express permission by the governing bodies of both regions. This document does not interfere with, nor grant any other region (including the two named ones) the right to interfere with, the others laws, customs, traditions or style of government. Each region is responsible for their own running.

Article VII - Reinforcing Article VI, this document does not grant either government the authority to interfere with the others’ running of day-to-day affairs. However, it may be advantageous to run any mutually affecting documents through the parliamentary system of the other region.

Article VIII – If a nation holding public office in either region is seen to be publicly insulting towards, or otherwise derogatory to, this treaty or either of its named regions whether with a nation resident in the regions or with a puppet, they are to be reported to their home region and sanctioned in accordance with the laws of their home region. Furthermore, those nations holding public office in either region will work to ensure that no nations residing in their region publicly insult either signatory region. While it is recognized that this last clause is unenforceable, it represents a statement of intent on both parties to avoid public defamation of either this treaty or its signatory regions.

Seems very good! The only (very minor) quibble is that "signatory nations" in Article V should be "signatory regions", but apart fromt hat it seems good.

I too think that is very good, bravo to europa for finalising such a well written draft. When this goes to vote (It should go through parliament) I will quite happily agree.

Technically there should be a parliamentary debate on it first for 14 days. I take it the Council wishes to assume any Citizen who wishes to make a point has done so here?

If anyone disagrees with this assumption they may Appeal to the High Court as per the 2006.03 Parliamentary Proceedure Act, section 2006.03.06 Appeals. Appeals must be lodged at least two calendar days before the end of the Vote.

Well I did consider the lack of parliamentary debate, but this has been an ongoing debate for the past month or so, which I feel gives even the most inactive of citizens a chance to have logged on and raised any concerns. Admittedly, they may not have seen this finalised Treaty, but given that the Council and people such as Zak and yourself, Nev, are those who will surely be in the best position to judge if the wording and conditions of the Treaty are appropriate to the region, then any issues would probably be raised by us (in which case councillors would have mentioned by now, given that we are all active enough to have had the chance).

Hope that made sense ;) But if anyone has a problem with this, by all means take it to the courts

Hi Q102,

I would have replied in your "voting" thread, but couldn't. I should let you know, just so you are 100% certain, that the Europan Senate has also passed the treaty and that we now consider ourselves in Alliance with Q102. We have publicized this fact in our home region (with all the attendant fanfare that such an announcement occasions!)

Thanks for going on stand-by considering yesterday's exitement. Didn't think we'd be calling on you quite that soon! The immediate emergency has been avoided. We are moving ahead with legal procedings and will inform you when more has transpired. Please remain on "yellow alert" as we are not fully out of the woods yet, but the immediate thread has been dealt with.

As a citizen I am looking forward to seeing what comes of this for my region.
