The original Free Port Act is a very loose document stating ideals and principals. There has always been shades of opinion within the region as to what it means. Successive legislation has been created to further tighten this to make us into a very rigidly neutral region. There has always been dispute about how far this ought to be taken and I personally have been on the more extremist neutral wing. I have always picked Councillors from the wider region to balance this, aware that I was in a minority. However the Delegate as head of Government shapes the administration and so we have had the Breach of Neutrality act that has limited those who may be in government and censored what those who are may say. We have also seen the Supplement to the Free Port Act that limits the kinds of inter regional agreement any future Council may make. The background to this has been a worldwide lull in activity and there is a growing consensus that it is the conflicts, disagreements and interactions between regions that drive the Nation States world forward. It is very noticeable that while we have slumped in population those regions more actively engaged in world politics have recently begun to regain numbers and hold stable populations. I have reflected on all this during the last period of inactivity and come to see that the extreme neutralist position is detrimental to the development of the region and if re-elected I will seek to overturn some of the more extreme neutralist legislation so that Q102 can be more active in its foreign policy. It is no wonder we struggle to find ambassadors when there is little for them to do beyond being a news service. No wonder our Defence Force failed as it was effectivley made toothless by the law. I am not proposing to remove the Free Port Act. I am saying it that if re-elected I will listen more closely to those Councillors who have agreed to run with me. I propose a government that will revisit the more recent legislation and remove the obstacles to Q102 becoming active in the wider world, the laws that effectively prevent us from signing treaties or nations from other regions with active foreign policies from residing here. In short to loosen the shackles that the neutrality laws have become without removing the original moral framework: If elected Delegate my Council will introduce legislation to: 1. overturn the Supplement to the Free Port Act that is on relfection too constricting and limiting on regional foreign policy. 2. revise the Breach of Neutrality Act so that a real and workable defence force becomes a posibility and so that the residency requirements are less harsh. 3. Introduce new legislation to encourage inter regional involvement. 4. Seek to find new alliances to replace those that have become dead as a result of our strict neutrality. Our neutral stance has served us very well and allowed us to develop into a mature region with a clear identity and strong moral base. Now we no longer need to hide behind it but can move forward to become a region able to offer the full range of experiences to a Nation State, increasing the options available to members and so breathing new life into the region and the forum. |

Thanks CM for the question. Obviously these will all be put through Parliament for it's approval. They cannot be achieved any other way and nor should they be. I intend to bring more of the decision making before Parliament in general, if there is interest. The Council will also seek to respond to world events, as we did with the Statement on Forum Deletion much more regularly instead of just sitting mute on the sidelines. Again this does not mean we would wade in all guns blazing. We can still take a measured, moral stance on issues without being mute. |

Ah, that is the question for a Delegate and Government. The answer is that we have to offer a full range. For those of you who only have a little time to spend with us here we have the more light hearted areas of the board, such as the OOC areas. For those who want more it is available but often under used and even the casual member nation is always very welcome to add their thoughts. I think that increasing the importance of foreign policy will have a knock on effect on Parliament. If we are voting on more than just how many endorsements nations may have and other such technical things then it could be much more interesting for all. I do believe that the RMB Brigade should become more important, I would like to see it take on the role of encouraging participation in Parliament as well as linking the region and the forum. In short any Council can only provide opportunities and encouragement, beyond that it is up to the member nations to join in. |

It will mean the opportunity to see through some of the projects we have started in the last term. It will be a great opportunity to be able to lead the region into a new era of more open inter regional relations. It will mean a signal honour that the nations of Q102 would be prepared to continue to place their trust in me to head the Governmnet and their approval of my judgement in my choices for the Council. [deit]PPP from now on to stand for Perpetual Party People, why? it just scans better ;) |

lol...fair enough regarding the possible changes to the free-port act, why do you think now is the right time to act? I know you said you have been thinking about this for a while, espcially through the inactivity, however we have had spells of inactivity before and such, what makes this time different? |

The answer is because this is a world wide phenomena. Although many regions have been through a lull lately most have rebounded and reached their former numbers. We have not. We are 40 natons down on our peak. We have to assess why that is and it is my belief that it is because we do not offer the same broad range of experience as other regions. We have limited ourselves and so in this time of increased competition for members we are losing out. I believe the answer is to change what we can offer to members. To become a region active in more areas of nation states, to be less isolationist and more internationalist. I think the only time is now. We either turn inward even more and wither and die, or we turn to the outside world and grow once more. |
