The PPP
The PPP is formed from the members of the current Council. We feel we still have a great deal to offer the region. Our first term was a qualified success and there is still much to do. While in the first half we carried through much of the programme set out in my Manifesto for the last election and saw a good deal of legislation and activity, real life issues leading to a drop in active members in the second half meant that we were not able to carry that momentum through. The PPP seeks re-election on the basis of our record:

1. Clear and efficient legislation that takes into account the views of Parliament
2. Experienced in Government and administration
3. Representing a balance of the region's views on key issues.
4. Commited and active members of Q102

Regional Affairs
The PPP promises to continue to find ways to encourage participation and to increase membership. In our last term we have overhauled the recruitment laws to increase the minimum and ensure a continuous effort. If elected we will continue to look for opportunities to improve and streamline the Q102 forum as we have been doing and to listen to the views of all members on what they want from the region.
We will commit to completing the legislation currently going through Parliament and to looking for new opportunities to define our roles and laws.
The RMB Brigade will be revitalised and its role better defined in order to encourage participation and links between the forum and region membership.

Foreign Affairs
During our first term we have as individual Councillors endeavoured to keep as many of our embassies open as possible. We have encouraged the ambassadors who visit us to participate and interact with the region as a whole. However more can be done. If re-elected we will overhaul the appointment of ambassadors to reopen as many dead embassies as possible. We will review those embassies here that have fallen still.
As those include all three of the regions we are allied to we will open dialogue with those regions to determine if they are still interested and to decide if the alliances are still relevant to both parties.
We will commit to an internal dialogue on how the Free Port Act can be best expressed in the wider world and how we as a neutral region should be behaving on key issues.

Conclusion
This Council under my delegacy has but begun it's work. There is more to do and we want to secure the future of the region, both domestically and on the world stage. That and have fun course ;)

I have a question, very close to my heart actually, you say the RMB Brigade will be revitalised, what do mean? Because the great Brigadier has said that it is very difficult to get the staff for the Brigade!

Re the RMB Brigade. My idea is to better defne it's role and responsibilities and formalise the selection of the Brigadeer. This might be by writing guidlelines or with a law. Another option that could be discussed is that the Brigadeer be given equal status to a Minister but within the Office of the Delegate, so that they have more input in Government policy. I think this would make the Brigadeer's job easier and hopefully help in the recruitment of members. In any case it will follow a full consultation process with the Brigadeer and the region as a whole.
@Cruz, it would require a constitutional amendment to add a Councillor and since we have never fully used the Ministerial level of Government it would be a better opportunity to increase the status and activities of this level of our government.

An additional proposal for legislation would be a formal description of how proposals, seconding and voting should occur in Parliament, possible with a role of Speaker to oversee this.

OK well get our manifest out soon.. in the meantime nev, how exactly are you planning to get the rest of the regions invovled in having their say - for example, most of the active members will be in government anyway! Is parliament approachable for the common man/woman?

Parliament did see a rise in activity in the first half of my Delegacy. I plan to continue with the same tactics I used to do that. I also plan to expand it's function to include more government business (such as the current statement on forum deletion) so that the region as a whole has a greater say in the running of Q102 and is more involved. Fundamentally if people don't want to get involved then they won't and it will always be those who are interested who govern. I do think the position of Speaker, that I mentioned above might help - a way to encourage people to suggest and debate laws and someone who is specifically imeant to invite and help new people to join in.

However is this the beginning of no formal alliance between us and anyone else? If we loose the ones we are currently allied with, and due to the free-port we are inreasingly unlikely to form new alliances, is this the beginning of the end??

Do you think the RMB has been affective? have we seen any increased activity or interest in the forums since its beginning. Furthermore, it has sometimes (like our government) sufferred from inactivity, what do you plan to do to counter-act this?

To answer your questions:

I don't know. That would be prejudging the outcome of a review.
All I am suggesting is that these need to be looked at.

When communications are so bad that one of our allies can be invaded without us knowing and without them thinking it worthwhile to ask for our help then something is wrong. When we have closer relations with non-allied regions and the embassies (both ours and theirs) of allied regions haven't been used for months then it bears looking at don't you think? And that is all I am promising. A review, asking the regions concerned what they think and deciding if they are a valid thing to maintain.
Beginning of the end of what? Why do we need new alliances? We have many friends across many regions who respect our stance. We would be far better protected by that goodwill than any of the inactive alliances we have now should we need it. However should the right alliance come along we can still enter it.

I think that before we hit the wall of inactivity in the last month it was beginning to be a real success. I hope it can be revitalised and will then show it's real value. The Brigadeer needs to be a more senior position, hence my proposal to make that position equal to a Minister in the delegates Office.

One question from me:

What happened to the Football League, that you were going to start? People in Cruzendale are tired of watching the Baracudas just in training sessions. What are you gonna do to bring more sport activities to Q102?

As far as the three allies we have I agree that when one gets invaded and doesnt come to us, then something is wrong. As far as them being inactive I also agree with that to some extent, I would argue that WWSETI remains fairly active with myself visiting our embassy there as often as possible, and every update ebing delievered. Although I agree, this still needs to be looked at.

With regards the brigade I again agree that a brigader needs the same stance as a minister, again to add to dedication.

On another subject close to my heart, what can you propose doing about the recruitment situation? obviously the wall of inactivity has been a huge factor in this, but is there anything you can suggest to ensure all people recruit who are meant to be? as I think we can both agree that in the last term, at some point, we all neglected this duty

edit-btw I like my reporters role..although I have yet to silence any of the candidates doh! :P

Thanks for the questions!

Cruz: unforunately when Craigsland left we were a bit stuck. The replacement I found was too complicated and put people off so it fell to the wayside. However! Great news, I have since I read this tracked down a simple soccer score predictor. When shall we start?

Zak: Recruitment, yes. I will rely on the Immigration and recruitment Councillor to tell me when someone has reached their three warnings and I WILL be ready to replace or demote them. We have drifted for a while now. The world is more active so we need to be too to avoid being left behind.
