It's meant to work with the game... (For those who don't know, it allows you to earn "Watts" which can then be used to power the itemfinder and Pokéradar) I believe it has something to do with this: Zane No you get a pokewalker as long as you buy a new copy. Ice is obtaining his in a different way. He doesn't want to have to buy the entire game to get the walker, since he won't get the walker his way.

No, I'm getting it from my local gamestore, thank you very much. They just don't carry the boxes for some reason, so they never carry any extras that come with the case.
