Speech actually sounds pretty decent at as little as 56kbps. You'll find a lot of internet talk radio stations have bitrates ranging between 32 and 64. Of course, it's no good if you want to have music or sound effects in there too... If you're really desperate to lower filesize, why not try something around 80?
