INTRODUCTION
Section 18 (2) of the Public Act 94 of 1979, The State School Aid Act, has been amended, which requires each school district and intermediate school district to post certain information on its website within 30 days after a board adopts it annual operating budget or any subsequent revision to that budget. The Annual Budget & Transparency Reporting is an opportunity to communicate with our community on how we utilize the resources that are provided to us.

The following information is required to be posted on our website:

1. The annual operating budget and subsequent budget revisions.

2. Using data that has already been collected and submitted to the Michigan

Department of Education (MDE), a summary of district expenditures for the
most recent fiscal year for which they are available, expressed in the following

two (2) pie charts which were provided for the general fund of the district by
the Center for Educational Performance and Information (CEPI):

(a) A chart of personnel expenditures broken down into the following

subcategories:
(1) Salaries and Wages
(2) Employee benefit costs, including, but not limited to, medical, dental, vision, life, disability, and long term care benefits.
(3) Retirement benefits costs
(4) All other personnel costs

(b) A chart of all district expenditures, broken into the following

subcategories:
(1) Instruction
(2) Support Services
(3) Business and administration
(4) Operations and Maintenance

3. Links to all of the following:
(a) The current collective bargaining agreement for each bargaining unit
(b) Each health care benefit plan, including, but not limited to, medical,
dental, vision, disability, long-term care, or any other type of benefits
that would constitute health care services, offered to any bargaining
unit or employee in the district
(c) The audit report of the audit conducted for the most recent fiscal year
for which it is available

4. The total salary and a description and cost of each fringe benefit included in
the compensation package for the superintendent of the district and for each
employee of the district whose salary exceeds $100,000

5. The annual amount spent on dues paid to associations

6. The annual amount spent on lobbying services

Sort of a "been there, done that" for this forum. It would be interesting to see if there are any discrepancies between what has been posted here, and what this report says. The information is now, by law, posted on the districts website, and all debate is open and welcome. Although this information has always been public record, hopefully more people will be comfortable discussing it now that all districts are required to post it publicly. Without a FOIA. If there are any "technical difficulties" with any of the links, just go to the districts website and search "Transparency Reporting".

salary exceeds $100,000 (e.g. a pdf file). For purposes of this reporting, salary
will be defined similar to that reported as Medicare wages on the employee’s
prior year W2. This data must be all inclusive and should be data from the most
recently completed year for which they are available (NOTE: the total
compensation package must be fully disclosed).

Anyone know why the LPS website has the $100k club listing for the 2008-09 and not the 2009-10 school year?
The current school year was over in June, why not have the most recent school year listed? Also, I don't see the total compensation package listed. Oh, I guess we can just add this stuff up ourselves...the usual LPS crap. Right out of the shoot on this mandate and already they are jerking the numbers around!

Upon reviewing the data for Livonia and Plymouth Canton, the following questions pop in my mind:

Why are more than half of the district's FTE's non-teachers? There are 931 teachers, 1068 other staff (in FTE's.)

If there are 28 schools, why are there 42 school administrators?

Why are we always cutting when we have $11,206 per pupil to spend? How do we have only 59% of the budget going towards instructional expeditures ($6194 of the $11,206 per pupil?)

How does Plymouth Canton deliver a quality education with only $9645 per pupil?

Why does Plymouth canton, with 19,235 students, have only 1936 FTE's to our 16,864 students and 1999 FTE's?

Perhaps there are some logical explanations out there, but on the surface our data seems problematic.

Special ed?
Livonia does have about 500 more students with IEP's, which could explain some of the difference in per pupil funds, as I understand that they get extra county money for some of the special ed programs. Still, it sure doesn't come close to expalining all the other differences.

Interesting. The 100k club is listed by title only. No names.

Even in a state mandated report for transparency, they still try to hide everthing they can get away with.

“Child Abuse” means different things to different people....
