Livonia City Council Meeting 08/31; Contractor for Whispering Willow GC

See the attached agenda for the council meeting that took place tonight. Item #12 references the approval for the general contractor for the new club house for Whispering Willows. I watched the meeting to see if they would ever state who the contractor was and of course nothing was mentioned. All that was stated was it was being awarded to a Livonia contractor, who remained nameless. John Pastor did make a comment referencing Bedzyk and that they weren't the lowest bidder, but they added some interesting and helpful comments and questions during the selection process. I don't understand what the secret is??
It just seems really odd to me that no where on the agenda or during the meeting that the name of the contractor was mentioned. Infact Laura Toy, went out of her way not to state who it was.
Where's transparency in government here?

12. AWARD OF CONTRACT: Department of Parks and Recreation, re: General
Contractor for a new club house at Whispering Willows Golf Course.

Maybe someone could post the meeting on line? I'm sometimes, not to tech savy, so some help on this would be helpful. Just remember it's a public meeting belonging to us, so it's legal to post it here.

(portion of) MINUTES OF THE ONE THOUSAND SIX HUNDRED THIRTY FOURTH

REGULAR MEETING OF JUNE 10, 2009

#253-09RESOLVED, that having considered a communication from the City Planning Commission, dated May 20, 2009, which transmits its resolution 05-33-2009 adopted on May 19, 2009, with regard to Petition 2009-04-08-05 submitted by Nudell Evangelista Architects, requesting site plan approval in connection with a proposal to construct a new clubhouse at the Whispering Willows Golf Course on property located on the east side of Newburgh Road between Seven Mile Road and Eight Mile Road (20500 Newburgh Road), in the Northwest ¼ of Section 5, pursuant to the provisions set forth in Section 18.58 of Ordinance No. 543, as amended, the Council does hereby concur in the recommendation made by the Planning Commission and Petition 2009-04-08-05 is hereby approved and granted, subject to the following conditions:

1. That the Site Plan marked Sheet A-100 dated May 1, 2009, as revised, prepared by Nudell Evangelista Architects, is hereby approved and shall be adhered to;

2. That the Exterior Building Elevation Plans marked Sheets A501 and A502 both dated May 13, 2009, as revised, prepared by Nudell Evangelista Architects, are hereby approved and shall be adhered to;

3. That the brick used in the construction shall be full face four (4”) inch brick;

4. That the three walls of the trash dumpster area shall be constructed out of the same brick used in the construction of the building or in the event a poured wall is substituted, the wall’s design, texture and color shall match that of the building and the enclosure gates shall be of solid panel steel construction or durable, long-lasting solid panel fiberglass and maintained and when not in use closed at all times;

5. That the site shall meet either the City of Livonia or the Wayne County Storm Water Management Ordinance, whichever applies, and shall secure any required permits, including storm water management permits, wetlands permits and soil erosion and sedimentation control permits, from Wayne County, the City of Livonia, and/or the State of Michigan Department of Environmental Quality;

6. That the petitioner shall correct to the Fire Department’s satisfaction the stipulations contained in the correspondence dated May 1, 2009;

7. That the specific plans referenced in this approving resolution shall be submitted to the Inspection Department at the time the building permits are applied for; and

8. Pursuant to Section 19.10 of Ordinance No. 543, the Zoning Ordinance of the City of Livonia, this approval is valid for a period of one year only from the date of approval by City Council, and unless a building permit is obtained, this approval shall be null and void at the expiration of said period.

A roll call vote was taken on the foregoing resolutions with the following result:

AYES: Pastor, Laura, Meakin, Robinson, and Godfroid-Marecki.

NAYS: None.

This is the information on the Architect / designer of the building. The general contractor takes care of the construction part of the project.

This is the information on the Architect / designer of the building. The general contractor takes care of the construction part of the project.

Pastor? :-/ Schostak? ;) Sawka?

I remember watching the meeting, and the person/company that got the bid wasn't the lowest bidder because Parks and Rec wasn't happy with their previous work.

On a motion by Laura, seconded by Meakin, it was:

#292-09 RESOLVED, that having considered the report and recommendation of the Superintendent of Parks and Recreation, dated June 26, 2009, which bears the signature of the Director of Finance and the City Engineer and is approved for submission by the Mayor, regarding an additional appropriation and expenditure for additional work required to complete the Civil Engineering Site Design for the Whispering Willows Club House, the Council does hereby appropriate and authorize the expenditure of the additional amount of $6,000.00 from the unexpended balance of Fund 409 (Golf Course Capital Projects Fund) to be paid to Northwest Consultants, Inc., 44978 Ford Road, Suite A, Canton, Michigan 48187, in connection with this project.



A roll call vote was taken on the foregoing resolution with the following result:



AYES: Meakin, McCann, Pastor, Laura, and Toy.



NAYS: Robinson.
