We can either rest on our laurels or step up to the challenge of leaving our children a city that is more prosperous, safer and smarter. As a member of the Livonia City Council from 1995-2003, I served as president and vice president, and kept Livonia’s tax rate the lowest in Wayne County. I brought advanced life support services to all Livonia residents, along with one of the nation’s largest indoor playgrounds. I also led a street repair and replacement program that is a model throughout the State. These were huge accomplishments, which set the course for future stability. But the economic climate has changed considerably, and it is once again time for strong leaders to step up and chart a course for Livonia’s future. Formerly executive vice president of one of the nation’s largest association management firms, I am now a full-time volunteer serving on the St. Joseph Mercy Health System board and Michigan State Transportation Commission. My husband Sean and I grew up in Livonia, we are raising our three children here, and like you, are invested in the belief that Livonia’s best days are yet to come. Priorities 1. Balancing the budget – The City’s current cost containment plan takes the easy way out by making across the board cuts. It will take a strong leader to focus on funding core services and reducing or eliminating non-essential services. Asking the police and fire departments to take an across the board cut, while the law department is overstaffed with a parttime department head making a full-time salary, is a good example of where I would begin to make those tough decisions. 2. Protecting the integrity of our neighborhoods -- Our spirit of community and strong neighborhoods make Livonia special. We accomplish that by maintaining exceptional public safety services and a low tax rate. I will work to strengthen our neighborhoods by partnering with the schools to launch a Youth Corps pilot project where students volunteer to help with landscaping and exterior improvements on homes of residents in need of a little help. The program will be done in partnership with landscape companies, businesses, and the city. 3. Keeping and attracting business in both our commercial and industrial areas -- I will work to reduce the red tape that slows down the business approval process by initiating a program called Redevelopment Ready Community so we are uniquely poised to condense project timelines, reduce risks and cost to investors, and win needed investment in our city. |

My name is Steve Crosby and I am running for our City Council. There are many reasons why I am applying for this job and I wish to share those reasons with you. My first and favorite reason is because I love Livonia and our community. My childhood was an incredible experience that is due to our city’s focus on supporting our families. Growing up I attending Adams elementary, Riley Middle School, and went on to Franklin High school and Graduated in 2005 from Churchill High School. I am attending Grand Valley State University where I am finishing a B.S. in Public Administration. I have served as a V.P. of our Student Senate and became the first President of the Student Association of Michigan. My Qualities and skills include the ability to work with people, think critically, and manage responsibly in this public setting which I would bring to this position. I have full confidence in my abilities and knowledge to serve our government. I am very ambitious and I have lots of ideas for our city. I have devoting my life to public service and I will work hard for you! Priorities Our city faces many issues which must be address properly to ensure Livonia’s prosperous future. These issues can be handled and must be solved. My first concern is with the city’s budget. Currently, we are headed in the direction of creating a deficit. As we know, our cities property taxes support a large portion of revenue, and we are losing that revenue due to the business economy and citizens moving. This problem can be address by prioritizing every tax dollar that comes in and slimming down our expenses. Another issue that I will bring to the table is our community development efforts. I believe we can solve a multitude of issues if we expand efforts in this area. We need to make Livonia more attractive to families and businesses by creating an atmosphere that further enhances the quality of family life. I am also running of the basic principle of council transparency. This is your city government and your community! I am a retired U.A.W. Skilled-Trades employee from the General Motors Technical Center in Warren, Michigan. I’ve worked for the Ford Motor Company, American Motors General and a variety of fabrication and prototype shops in the Metro-Detroit area. I was a Leader of Skilled-Trades along with holding elected and appointed positions in the U.A.W., Local 160. I started my career as a productionline welder working in a factory in Plymouth, Michigan and rose to the position of Leader of Skilled-Trades (Model Maker). Model Makers construct prototype parts and concept vehicles for Auto Shows. If I had to pick one relevant quality which the League of Women Voter’s questionnaire is asking me to do, it would be that I am fair. That is a quality that is lacking in the current administration. In my career I’ve worked with a variety of employees from individuals with drug problems to workers who had bible study at lunch time, others who were almost illiterate, to those with Masters Degrees. This cross-section of unique individuals I’ve been so fortunate to encounter over my working career has made me a “fair” person when I deal with people. That is what I consider my greatest quality. Priorities A. The top priority facing Livonia as I mentioned two years ago, are the vacant homes. This can only be solved by a change in thinking. The Building and Inspection Department needs to stop its habit of charging for permits that are not required. It discourages people from making improvements. The Ordinance Enforcement Department needs to work with citizens rather than against them. The Zoning Board of Appeals is a “FUBAR” situation due to their micromanaging improvements citizens want to make to their home, especially improvements to vacant houses within the city. B. Another problem is the cronyism and nepotism that takes place with the appointed positions on the Zoning Board of Appeals, Planning Commission, Traffic Commission, Etc… There are currently no “Checks and Balances” in place because all three branches of government in Livonia (Executive, Legislative and Judicial) are managed by “Team Kirksey”. I have over a decade of involvement in dealing with Livonia City officials. I will be your independent voice on City Council and I will serve the citizens of Livonia, not the Mayor. I will not accept any wage or benefits for this so-called voluntary position on City Council. C. I would like all city employees in the court house to wear identification, in case you need to file a complaint due to poor service. |

Our daughter Amy and husband Brad live in Clements Circle, daughter Katie, husband Jay, and grandson Kaiden live behind the Livonia Recreation Center; sons Trevor and Tyler are currently in college. I have practiced law full time for the last 23 years with offices in Livonia. I am currently serving as a Wayne County Public Administrator, a division of the Attorney General’s Office. Serving the past 22 years as a Planning Commissioner and City Councilman I have a great insight as to the inner workings of the community, the services provided, and the financial constraints that the City must live within. I believe that Livonia has made wise decisions and has taken the proper steps to live within the budget. With experienced positive leadership Livonia will continue to be the best place to live, do business and raise children. Priorities Economic Development We have to maintain low taxes to attract new business and new families to Livonia. Livonia has the lowest tax rate of any city in Wayne County. I have worked closely with the mayor to create an industrial corridor tax incentive and to create a brownfield authority to attract new business for the Livonia Mall. I have led a proposal to establish the northeast development district to use the funds from the brownfield authority to help revitalize abandoned and sub-par properties. Public Safety Livonia is known for providing a safe environment for families. Public safety takes over 60% of our general budget. With state revenue sharing being cut we will have to be diligent in preserving our Police and Fire services. I have worked with Mayor Engebretson and Mayor Kirksey to put more police officers on the street by creating police service aids. Maintain City Services I fought to maintain the community transit system to provide for our senior and disabled citizens. I fought to maintain the parks and recreation programs to make sure that these services are maintained. I have worked to make them self-supporting so that they are not a drain on the general tax payer. |

Also, my involvement with various organizations allows me to get a feel for how the average citizen perceives our city government and I would use that to help me make decisions as a Councilman. I would be assessable to all citizens of Livonia, and be willing to meet with individuals to hear their concerns and views of the issues that are before us. Priorities Declining revenue is the top issue that the city will need to deal with in coming years; we will be hard pressed to maintain current services. Some services will need to be curtailed or eliminated to keep a balanced budget. Police and Fire are essential, and need to be funded at current levels. If savings can be found with changes to administrative procedures that would be supported, but staffing should not be cut. Attracting new business. With the loss of Quicken Loans, the GM Engine Plant, and the car dealerships on Plymouth road. It is crucial that the City find ways to help attract new business and industry. The more diversified our local economy becomes will help us weather economic downturns better. Changing the perception of Politicians. The people that I have spoken to do not believe that local politicians are listening to the average citizen. Annexation in Northville Township, the Court House, and the removal of Stop Signs at School Crossings are just an example of these issues. Government needs to make the average citizen feel like they are being listened to and are involved in these processes. I think I can help change this perception by being available for all citizens, listening to their concerns, and representing them on Council. |

Accessibility and openness is a unique and important aspect of his campaign and political phlisophy. He is available at any time to discuss his views and his short and long-term goals for Livonia. He uses logic, honesty and reason to solve complex and difficult issues. Priorities Management of city resources - There are many city resources that have been poorly managed, examples can be found in shutter, city owned properties such as Hull & Rosedale Elementary. There must be debate regarding proper management & care for these surplus, but valuable, properties as well as discussions of viable options for reuse. Execution of city planning & land development - During the last several years, different proposals have come before the city council regarding development & redevelopment of new & existing properties but nearly all of them have been incomplete and did not address issues such as developer dictated city planning and impact to the existing infrastructure & environment. I would demand higher & more comprehensive standards from developers in order to ensure that the city council is making the best informed decisions. I would also work to make components of the Leadership in Energy and Environmental Design standards part of every development proposal. Economic growth for Livonia - The current economic climate seemingly took Livonia's leaders by surprise, even though it shouldn't have. Current leaders have been reactive to the economic climate and not proactive. I would make sure that the city becomes proactive by utilizing all resources at its disposal to ensure proper economic growth. |

I am President of the Livonia Public Schools School Board for 2009-2010, previously serving as President from 2006 – 2008. I was first elected to the LPS School Board in 2003, and again in 2007. I am a MASB Certified School Board Trustee. I am a Commissioner on the Livonia Planning Commission and serve as Vice President of the Livonia Brownfield Authority. It is important to have City Council Members who can make good decisions. The past six years on the Livonia Public Schools School Board demonstrate my skills. My leadership experience and my passion to have this city grow and prosper is why I am running for Livonia City Council. Both of our children graduated from Livonia Churchill. My 33 year career with General Motors ended in November of last year when I retired as an executive in its Real Estate Department. Most of my career involved the management, development, redevelopment or disposition of General Motors properties. As you can imagine, I traveled across this country to manage these properties and interfaced with local communities and governments at the municipal and state levels. This experience uniquely qualifies me to address the most compelling issue facing Livonia , that is putting the scores of vacant buildings and undeveloped properties back to a productive re-use. I also want to note that my responsibilities in the last 10 years of my GM career included managing the Renaissance Center which included annual budget responsibility for 150 Million dollars, including security and life safety issues. So I know and respect fiduciary responsibility. In closing this question, I am an engineering graduate from Lawrence Tech, with an MBA from The University of Detroit. I have sat on many different boards, and civic groups over the years and am proud of my contributions to each. Priorities In this order, getting our non-productive real estate assets back to work, that includes the old GM plant on Eckles Road , soon to be closed GM plant on Plymouth , other sites on Plymouth , 5 Mile, I-96 etc..With no disrespect intended, our citys’ redevelopment team is short staffed and lacks the experience to deal with the multitude of projects facing Livonia , If elected,I will jump in full time to help in any way I can and use whatever resources I have developed over the years. My second priority is neighborhood crime, for now.we as leaders and citizens and homeowners can help and reduce neighborhood crime with better street lighting and a more involved community/block/street awareness programs. I would introduce programs to assist homeowners in putting lights in front of each house in Livonia and forming block associations to watch over neighbors and their properties.
