You dont. Either the President, the VP (if the President delegates that power to him), the Minister of Foreign Affairs, or the Deputy Minister of Foreign Affairs (if the MoFA delegates that power to him) has to accept an embassy application. You dont hold any position at all within the Europeian government which means you dont have permission. Thus this is NOT ACCEPTED YET and wont be until one of the people I just mentioned either accepts it or denies it.

You arent MoFA. You are an Assistant Minister in Foreign Affairs not the Minister of Foreign Affairs. To become Minister of Foreign Affairs the President would have to nominate you to the position and the Senate would have to confirm you. There are no powers at all associated with being an Assistant Minister.
