The Whitehall Accord (2015) A Statement of Intent on Universities in NationStates, and the future of inter-regional cooperation in education. We, the signatory regions of this statement, hereby note our intent to encourage and promote educational institutions in NationStates. Definitions 1. A University is to be defined as an educational institution designed for instruction, examination, research, and/or dissemination of academic knowledge, which may confer degrees for advanced learning in various fields. 2. A Head of a University is the chief executive officer of a region's university. A region's determination of their chief executive officer must be afforded absolute deference. Intent to Meet 1. The heads of each University from the signatory regions will meet at least once every month in order to discuss new methods and ideas to improve the universities in each respective region. Relevant government leaders may sit in on these monthly meetings. i) If the Head of a University is unable to attend a monthly meeting, a delegated official may be sent in their place. 2. University heads will also, at this monthly meeting, hold a review of each region's University to ensure that it is meeting the defined requirements of a University as outlined in Section 1 under Definitions. Intent to Exchange 1. Each Member Region shall establish a cultural exchange program enabling Heads of Universities, administrators, instructors, and students from other Member Regions to obtain a cultural visa for the purpose of exchanging lectures and assisting the Member Region's University if deemed necessary. i) The requirements and specific masking granted shall be at the discretion of the Member Region, provided that the masking granted enables them to access all appropriate areas in the University. ii) The Member Region may deny a cultural visa for security reasons or in accordance with its own laws. Intent to Admit 1. New regions may be added to this statement of intent so long as they have or intend to have a University, follow the necessary ratification steps in their region, and receive the approval of at least 2/3 of the participating regions. i) The Kingdom of Great Britain shall be responsible for maintaining a list of all Member Regions. 2. A Member Region may withdraw from this agreement at its discretion so long as they inform the participating regions of its intent to depart. Edited by Senate Clerk, Sep 1 2015, 01:59 AM.
