Second Amendment to the Citizens' Assembly Act (2013)
An Act to administer the Election of the Chairman of the Citizens' Assembly in the event of a tie

Short Title

(1) This Act may be cited as the "Second Amendment to the Citizens' Assembly Act (2013)".

Amendment

(2) Section 7 of the Citizens' Assembly Act (2013) shall be amended to the following:

(7) Elections for the Office of Chairman will be administered by the Immediate Past Chairman, or in his absence or incapacity, the President or his delegate. Candidacy in elections for the Office of Chairman shall be deemed to present such an incapacity to administer the same elections.

(a) In the event of a tie in the election of the Chairman of the Citizens' Assembly, a Runoff Election shall take place. Voting for Runoff Elections shall occur immediately following the closure of the election whose result they pertain to, and shall be of 24 hours duration, within practical reason, to be administered by the Immediate Past Chairman or in his absence or incapacity, the President or his delegate.

(b) In the event of a tie in such a Runoff Election the Senate shall vote to break this tie. If they are unable to break this tie, then the tie shall be broken by the Office of the Supreme Chancellor. Should a majority of the Supreme Chancellors be unable to reach a consensus, the tie shall be broken by the Chief Justice.
