So what the heck is Europeia anyways? Europeia is a region of NationStates that follows the principles of republicanism, meaning the officials of Europeia are elected by the people, of the people, and usually for the people.
Can I join? Of course. Of course. All you have to do is register an account. Validate said account (it should send an email to the email address you have provided, if it did not pester us about it here). Your account in the beginning will automatically be placed in the non-citizen usergroup. You can change that by applying for citizenship. The application, for security purposes, usually takes a few days to be processed by our forum administrators. But once that is done you can see it all and do it all as a full citizen of Europeia  .
So, I came here representing another region? I do not want to become a citizen. Where should I go? First you have to register an account. Then you have to validate said account (it should send an email to the email address you have provided, if it did not pester us about it here). Your account in the beginning will automatically be placed in the Non-Citizen Usergroup. Then you can apply for diplomatic masking.
What offices are there for people to be elected into? Well, first of all there are three Branches of Government. There is the Executive, the Legislature, and the Judiciary. The Executive is responsible for the day-to-day governance, the Legislative writes and manages the laws of Europeia, and the Judiciary has the Power to review laws to see if they comply with our Constitution as well as hear trials against accused citizens. The Executive is made up of the President, the Vice President and their Cabinet. The President and the Vice President are elected together every 70 days. They then nominate other citizens to fill the Cabinet Posts. Those nominated are then confirmed by the Senate. For more on the Executive click here. The Legislative is made up of the Senate and the Citizens' Assembly. The Senate is made up of a minimum of five citizens who are elected into office every 70 days, exactly 35 after the presidential elections. The Senate writes or repeals laws, confirms Ministers and Judges and can remove any elected official. The Citizens' Assembly writes pre-Legislation, which is then passed on to the Senate for approval. Members of the Assembly are not elected. Instead every citizen is automatically a Member. The Judiciary is made up of the High Court, which answers legal questions and hears criminal and civil cases, looking to the laws of the Republic, both statutory and common, to render judgment. It is made up of the Chief Justice and three Associate Justices. The Justices serve for a 120-day term. Instead of being elected, they are nominated by the President and then confirmed by the Senate. What is there for me to do in Europeia? If the game of high politics is not your cup of tea you can always just hang around doing fun things. Or if you want to put some work in, there is always the Civil Service, the Navy, and the Citizens' Assembly. As citizen, you can join the Civil Service (or CSO). The CSO assigns its Members (called Assistant Ministers or AMs) to the different Ministries to help out the Ministers. As AM you can do many things and garner great accolades. Most of the great politicians of Europeia started in the CSO. Once you become a citizen, you can also sign up to become a Sailor in our Navy, going out on raids, defending Europeia, or helping our allies defend themselves. Or, if reading and creating Law is more your speed, you can always join the Citizens' Assembly. If all of that did not sound like enough fun we have Spam Games, reasoned and less reasoned debate, Newspapers, Roleplays, and so much more.

Dear Delegates,
I would like to thank you all once again for attending this Conference and for our productive discussions. On this important issue, we have reached a consensus in a relatively short period of time, yet our finished product is, I believe, an instrument that will serve us well in protecting the growth of user-created regions in to the long term.
It has genuinely been a pleasure to work with you all, and I want to emphasise how much I appreciate how focussed and productive the discussions have been, especially from such a diverse group of regions.
The only remaining action to be taken now is to take the final Declaration back to our home regions. There, it needs to be signed and ratified according to your own procedures - for us in Europeia, that'll mean signature by the President and ratification by the Senate.
Once that has been done, I ask that Signatories then please register by one of these methods:
1) Telegram my nation in NS; or, 2) Post in this thread.
As you will see, I have already put up a copy of the Declaration on the Europeian forums, and I will shortly also put up a copy on the NS forums, along with an invitation to sign it.
Thank you once again for all your work and for coming to this Conference! I'm very pleased with what we have achieved, together, for user-created regions in this game.

Arnhelm Declaration of Recruitment Standards
WHEREAS recent changes to the telegram system modify the previous balance between game-created regions and user-created regions; WHEREAS it is necessary to protect the sustainable population growth of user-created regions into the longer term;
Definitions
(1) 'Declaration' refers to this document, the Arnhelm Declaration of Recruitment Standards.
(2) 'Signatory' is defined as any region which has signed and ratified the Declaration, or any component regions of a super-regional entity which has signed and ratified the same.
(3) 'User-created region' is defined as any NationStates region which was at any point founded by a user or player, specifically excluding the regions of The Pacific, The North Pacific, The West Pacific, The South Pacific, The East Pacific, Lazarus, Balder, Osiris and The Rejected Realms.
(4) 'Recruitment' is defined as the sending of telegrams on the NationStates site to encourage nations to move regions or join an alliance of regions.
(5) 'Sending region' is defined as the region for which a nation is carrying out recruitment.
(6) 'Recipient region' is defined as the region in which the recipient of a recruitment message is resident.
(7) 'Satisfactory evidence' is defined as evidence which, on the balance of probabilities, reasonably supports a particular hypothesis.
(8) 'Registrar of Signatories' ('Registrar') is defined as the President of Europeia or nominee of the same.
Recruitment Standards
(9) No Signatory may recruit in another Signatory region without reasonable justification.
Reasonable Justification
(10) Application of Clause 9 shall be suspended when recruiting from regions that fulfil one or more of the following criteria:
a. knowing violation of the provisions of this Declaration; or, b. in time of war between the sending region and the recipient region.
(11) Reasonable justification expires 3 days after there is satisfactory evidence that the relevant criteria cease to apply, or 30 days after there is no longer satisfactory evidence that the relevant criteria apply, whichever is the sooner.
Enactment
(12) Any user-created region is eligible to become a Signatory of this Declaration at any time.
(13) This Declaration shall take effect for each Signatory region on the date that it is signed and ratified by the same.
Residual Provisions
(14) The Registrar shall maintain an accurate, publicly accessible copy of the Declaration and an up-to-date list of Signatories.
(15) New Signatories must document signature and ratification of this Declaration by informing the Registrar within 48 hours.
(16) The Registrar shall forward details of any changes to the composition of the Signatories to all remaining Signatories within seven days.
