Second Amendment to the Parliamentary Procedure Act (2012)
A bill to further formalise procedures of the Senate of Europeia

Short Title

(1) This Act may be cited as the Second Parliamentary Procedure Amendment (2012).

Procedures for Amendment and Resolution

(2) The following shall be added after Section (35) of the Parliamentary Procedure Act (2012):

(36) A Senator may move to amend a bill or amendment during discussion. The speaker may call for debate on the amendment, and at any time rule that an amendment has passed or failed by acclamation.

(37) A Senator may move to appeal a decision by the Speaker or presiding officer of a committee or discussion. If followed by a second, a Senate or committee vote shall be held whether or not to overturn and/or replace the decision of the presiding officer or Speaker. A simple majority will be required to overturn the decision.

(38) A Senator may move to shift legislation to a "Committee of the Whole". Legislation within the Committee of the Whole shall not abide by any time frames or provisions for dropping the proposal specified in this act, and shall be treated as a long term project that will only go to vote with a majority vote of the Senate.

(39) A Senator may move to make a resolution. A resolution shall be nonbinding and will simply serve as some statement to events within or outside the region. If another Senator seconds the motion, the Senate shall enter discussions of the resolution at which time all legislative provisions written in this bill for legislation shall apply for the resolution.
