In last couple of days, in addition to various threads being updated, two administrative reforms have been performed in the High Court, which this post is intended to give notice of. First, new case application threads have been created and are now more specific to each class of action which the Judicature Act (2012) covers. This will better enable to the Court to obtain the information it needs to decide whether or not to accept cases. Perhaps more importantly, it will also highlight to the general citizenry that options such as judicial review exist, whereas previously they may have been unaware of such rights. Second, following consultation with, inter alia, the Attorney General, the system of neutral citations, issued by the courts with judgments, has been reformed and retrospectively applied from the start of May 2012. This is because it is more helpful for citations to reflect whether or not judgments were given by the Trial Court or the Court of Appeal: while the terms 'HCE' and 'HCEA' may well have reflected this, these names are now incorrect. Thus 'TC' and 'CA' are now in use. It is true that the underlying change in the High Court's divisions occurred well before May, but previous case citations will not be adjusted as citations must be consistent and some of those judgments have been cited subsequently. May was selected both because no authorities from its beginning have been cited in court and because it was the first calendar month to occur entirely after the Law Reforms. As we go forward, a more comprehensive set of court procedure rules will be produced by the Justices working in concert, the next stage of reform to the Judicial Training Centre will be implemented (the Court having already turned the JTC into a depository) and Justices will continue to undertake their primary duty, judicial work, with our usual vigour. That is all. |
