The Bealtaine Accord (2012) WHEREAS, at the Fields of Bealtaine festival in The New Inquisiton in May 2012, a summit was held to discuss cultural issues; and WHEREAS, at that summit, the Participating Regions (as defined below) reached an accord on issues relating to cultural collaboration, which they wish to memorialize; NOW, THEREFORE, the Participating Regions agree as follows: 1. Definitions (a) The terms “Cross-Promote" and "Cross-Promotion” refer to the placement of materials by one region in a prominent location on another region’s offsite forum for the purpose of advertising an event held on an Internet forum other than the forum where the promotional item is posted. The terms "Cross-Promote" and "Cross-Promotion" shall not, however, extend to any materials that convey an express invitation to apply for citizenship in any region. (b) The term “Cultural Event” means an event hosted on a Participating Region’s off-site forum that is not predominantly political or military in character. (c.) The term “Holiday Event” means a Cultural Event intended to observe or commemorate a real-life holiday or an important event in the history of a Participating Region. (d) The term “Participating Regions” means Empires of Earth, Europeia, Exshaw, the Land of Kings and Emperors, and The New Inquisition. (e) The term “Role-Playing Game” means a Cultural Event that is a traditional role-playing event, or any other form of free-form, multi-author work of fiction hosted on a Participating Region’s off-site forum. (f) The term “University Class” means a Cultural Event consisting of a class or series of classes hosted in the university or similar subforum of a Participating Region’s off-site forum. 2. Cross-Promotion of Certain Cultural Events (a) Each Participating Region may Cross-Promote, in accordance with Section 3, Holiday Events in each of the other Participating Regions. The Participating Regions intend to endeavor to collaborate with one another going forward to ensure, to the extent practicable, that energies are not spent on duplicative Holiday Events held concurrently by two or more Participating Regions; provided, however, a Participating Region shall not be deemed to have violated this Accord solely because it knowingly hosted a Holiday Event concurrently with a Holiday Event hosted by another Participating Region. (b) Each Participating Region may Cross-Promote, in accordance with Section 3, University Classes in each of the other Participating Regions. (c.) Each Participating Region may Cross-Promote, in accordance with Section 3, Role-Playing Games in each of the other Participating regions. 3. Rules for Cross-Promotion (a) All Cross-Promotion allowed by this Accord shall be conducted in compliance with the laws of the Participating Region where Cross-Promotion occurs; provided, however, no Participating Region shall use laws banning foreign recruitment or similar practices to deny any Participating Region the right to Cross-Promote its events in accordance with this Accord. (b) Each Participating Region may, by written notice to other Participating Regions, established reasonable rules to regulate Cross-Promotion of Cultural Events. (1) Restricting Cross-Promotion to a Participating Region’s designated embassy is not a reasonable rule for purposes of this Section 3(b). (2) Restricting Cross-Promotion of University Classes to a link placed in the appropriate portion of a Participating Region’s university or similar subforum is a reasonable rule for purposes of this Section 3(b), except where a Participating Region has no university or similar subforum. (3) Restricting Cross-Promotion of Role-Playing Games to the portion of a Participating Region’s forum that is dedicated to Role-Playing Games is a reasonable rule for purposes of this Section 3(b), except where no portion of a Participating Region's forum is dedicated to Role-Playing Games. 4. Supersession of Inconsistent Laws This Accord shall supersede laws of any Participating Region that conflict with this Accord, with the exception that nothing in this Accord shall require any Participating Region to modify its security practices, and any Participating Region may, by subsequent operation of its own security infrastructure, lessen or contradict access given under this Accord. 5. Effective Date This Accord shall take effect on the date it is ratified by two or more Participating Regions’ legislative bodies. If the laws of a Participating Region do not require ratification, then for purposes of the preceding sentence, that region shall be deemed to have ratified this Accord on the date it posts notice in The New Inquisition that its laws do not require ratification of this Accord. /s/ Skizzy Grey President |
