Treaty Between the Republic of Europeia, the Kingdom of Hampshire and Gatesville

This treaty may be referred to as the Europeian-Hampshire-Gatesville Treaty ('the Treaty')

Article I - Signatories

(1) This tripartite Treaty applies to the regions of the Republic of Europeia, the Kingdom of Hampshire and Gatesville ('the Signatories'), and is agreed to by the legitimate governments of each, and shall be ratified and made binding by the legislatures of each.

Article II - Government

(1) The Signatories agree to recognise only each other's legal governments, their leaders, and/or their appointed representatives.

(2) The Signatories recognise the mutual rights of each Signatory's legally elected Government to govern their own sovereign territory in any way they see fit, and affirm the right of each region to govern without external pressure to be put upon them and the right of each Government to hold their own opinions and counsel.

Article III - Non-aggression

(1) All Signatories hereby obligate themselves to desist from any act of violence, any aggressive action, and any attack on any other Signatory, whether overtly or covertly, performed individually or jointly with other regions.

(2) The Signatories shall not conduct offensive military actions against each other, with the exception of agreed training missions or honourable competition where mutually agreed to by all concerned parties.

(3) The Signatories shall not perform espionage or conduct any intelligence missions either unsolicited or unfriendly against each other.

(4) No Signatory may take part in any actions that may cause harm to the stated interests of another Signatory.

Article IV - Optional Military Co-operation

(1) When requested, each Signatory shall be encouraged to provide military assistance to any other Signatory being subjected hostile military action, where doing so will not jeopardise their own security or other treaty obligations.

(2) Each Signatory is encouraged to plan and participate in joint military operations of a non-defence nature, with a Joint Planning Committee established and containing the necessary military officials and advisors to do so.

Article V - Optional Intelligence Sharing

(1) Each Signatory will be encouraged to provide intelligence to the other party when requested to do so or otherwise deemed appropriate, particularly where information concerns mutual enemies and criminals.

Article VI - Friendly relations

(1) The Signatories shall establish and maintain diplomatic relations between each other.

(2) The Signatories shall maintain continuous contact with one another for the purpose of consultation in order to exchange information on problems affecting their common interests.

(3) The Signatories shall endeavour to establish cultural relations and links between each other.

Article VII - Mutual Forum Access

(1) Each Signatory shall be obliged to provide access to their forums to the Citizens of each other Signatory, excepting cases where security or other concerns arise.

(2) Forum access shall not necessarily include the rights to vote or stand for public office.

(3) Forum access shall also not preclude any Citizen of any Signatory from applying for Citizenship of another Signatory, and shall not deprive them of Citizenship of another Signatory if they already hold it.

Article VIII - Residual Provisions

(1) The Treaty shall come into effect when ratified by the legally-recognised legislature of each Signatory.

(2) The Treaty may be amended by mutual agreement of all Signatories, and shall such amendments shall come into effect when ratified by the legally-recognised legislature of each Signatory.

(3) A Signatory may withdraw from the Treaty at any time, with the provision of reasonable notice.

Article IX - Breaches

(1) All Signatories hereby acknowledge that this Treaty is a legally binding document.

(2) If any Signatory breaches any part of the Treaty, the remaining Signatories shall be entitled to expel the offending Signatory from the Treaty.

(3) If there are any disputes about interpretation of this Treaty, the matter shall be resolved by the Heads of Judiciary of each Signatory, acting as a panel, who may take necessary action through a majority decision.
