Friendship, Non Aggression and Alliance Treaty Between The Republic of Europeia and the Republic of Ireland This treaty may be referred to as the Europeian-Ireland Treaty Article 1 Overview I. This treaty establishes perpetual peace between The Republic of Europeia and the Republic of Ireland. II. This treaty establishes a treaty of alliance between The Republic of Europeia and the Republic of Ireland. Article 2 Government I. The Government of The Republic of Europeia hereby agrees to recognize only the legal government of the Republic of Ireland, their leaders, and/or their appointed representatives. They also recognize the Republic of Ireland's sovereign right to form and manage colonies as it sees fit. II. The Government of the Republic of Ireland hereby agrees to recognize only the legal government of The Republic of Europeia, their leaders, and/or their appointed representatives. They also recognize The Republic of Europeia’s sovereign right to form and manage colonies as it sees fit. III. The Government of The Republic of Europeia, and the Government of the Republic of Ireland, recognize the mutual rights of both regions' legally elected governments to govern their own sovereign territory in any way they see fit, and affirms the right of both regions to govern without external pressure to be put upon them and the right of both governments to hold their own opinions and counsel. Article 3 Non-aggression I. Both Contracting Parties hereby obligate themselves to desist from any act of violence, any aggressive action, and any attack on each other, performed individually or jointly with other regions. II. The Republic of Europeia and the Republic of Ireland shall not conduct offensive military actions against each other. III. The Republic of Europeia and the Republic of Ireland shall not take part in any offensive military actions conducted by their allies against the allies of the other Contracting Party. IV. The Republic of Europeia and the Republic of Ireland shall not to take part in any actions that may cause harm to the stated interests of the other Contracting Party. Article 4 Alliance and Military Co-operation I. When requested, each Contracting Party shall provide military assistance to the other when one of the Contracting Parties receives hostile military action. This aid shall be delivered as soon as possible, except in cases where the region inflicting the hostile military is an ally of one of the Contracting Parties; in such a case, the Contracting Party shall stay neutral and offer their assistance in mediating to both combatants to achieve a peaceful. II. Each Contracting Party is encouraged to plan and participate in joint military operations of a non-defence nature, with a Joint Planning Committee established and containing the necessary military officials and advisors to do so. III. Each Contracting Party recognises that the treaty obligation of the other Contracting Party to come to the defence of allies must come first and that any joint action of a non-defensive nature is purely voluntary and that each Contracting Party may decline an invitation to participate in the planning and execution of any joint action. IV. Each Contracting Party shall endeavour to provide military assistance in the form of reinforcements in operations not planned by the Joint Planning Committee, but recognises that forces may be unavailable to reinforce the other's troops in such operations. Article 5 Intelligence I. Each Contracting Party will endeavour to provide intelligence to the other party when requested to do so. If they refuse to provide it they must provide a valid, verifiable reason for not doing so. II. Where Joint Action is being considered all relevant intelligence shall be shared. III. Where one Contracting Party requests assistance from the other Contracting Party they shall share all intelligence regarding that action and any possible intervention by other regions. Article 6 Friendly relations I. The Republic of Europeia and the Republic of Ireland shall establish diplomatic relations between each other. II. The Republic of Europeia and the Republic of Ireland shall maintain continuous contact with one another for the purpose of consultation in order to exchange information on problems affecting their common interests. III. The Republic of Europeia and the Republic of Ireland shall endeavour to establish cultural relations and links between each other. IV. The Republic of Europeia and the Republic of Ireland endeavour to establish other means of peaceful co-operation between each other. Article 7 Ratification, Amending, and Terminating I. This treaty shall come into force when ratified through each party's respective regional procedure II. This treaty may be amended by mutual agreement of both regions and shall come into force when ratified by each party’s respective regional procedures. III. This treaty may be terminated by either Contracting Party giving the other Contracting Party two weeks’ notice. Article 8 Breaches I. Both parties agree that this treaty is a legally binding document. II. If any Contracting Party breaches Article 3 sections I or II, this treaty shall be terminated immediately. This breach may be published by the other contracting party. They are also entitled to break off all relations with the first contracting party. III. If either Party claims a breach of any other section of this treaty, each Party shall name two members to a committee to discuss the issue and agree on a remedy. If this committee cannot agree, both Parties shall jointly select a third party arbitrator who shall decide the claim and determine the remedy. Failure by either Party to accept the agreement of the committee or, should the committee fail to agree, failure by either Party to accept the decision of the arbitrator shall terminate this treaty. |
