Tier- Overused

Base Stats:
100 HP / 100 Atk / 100 Def / 100 SAtk / 100 SDef / 100 Speed

Type: Grass/Psychic

Weaknesses: Bug (x4), Fire, Ice, Poison, Ghost, Dark, Flying
Resistances: Grass, Water, Psychic, Fighting, Ground, Electric
Immunities: Leech Seed

Trait: Natural Cure Heals all status afflictions on Celebi upon switching.

Move sets

Calm Mind Passer

Celebi @ Leftovers
Timid Nature (+Speed -Atk)
Ability: Natural Cure
EVs: 252 HP / 216 Speed / 40 Def
-Calm Mind
-Recover
-Baton Pass
-Energy Ball / Grass Knot / Psychic

Celebi is definitely one of the better Baton Passers in the game. It's ability to learn Calm Mind and Recover, as well as it's fantastic defenses and Speed, mean that unless you run into something like Weavile or Infernape, Celebi will easily be able to pull off a few Calm Minds and pass them to its receiver of choice.

The move set should really be self-explanatory. Set up Calm Minds, recovering and attacking when necessary. Baton Pass when you feel you have enough or get a good opportunity.

As you can see, there's quite a toss-up for the attacking move. Psychic will normally have the most power and is only resisted by Steel and Psychic. Unfortunately, Dark is completely immune to Psychic, so Dark type Pokemon will wall Celebi.
Next we have Energy Ball. Nothing is immune to Grass, but an incredible seven types resist it. Grass Knot may be used for more power against heavier foes such as Gyarados, but be aware that Pokemon like Azelf will take next to nothing from it.

The EV spread allows it to outrun Timid Houndoom and friends. Other possible EV spreads are:

Timid Nature (+Spd - Atk)
252 HP / 176 Speed / 80 Def

To outrun +Speed base 90s,

Bold Nature (+Def -Atk)
252 HP / 216 Speed / 40 Def

To outrun neutral natured base 95s. The bulkiest spread that provides the lowest speed necessary is:

Bold Nature (+Def -Atk)
252 HP / 140 Speed / 116 Def

To outrun things trying to outrun Adamant Heracross.

Swords Dance Passer

Celebi @ Leftovers / Salac Berry / Liechi Berry
Jolly Nature (+Speed -SAtk)
EVs: 252 HP / 216 Spd / 20 Def / 20 SDef
Trait: Natural Cure
-Swords Dance
-Baton Pass
-Recover
-Aerial Ace/Return

Works the same as the last set but with Swords Dance.

Celebi does this job, as well as the last, in terms of passing, but for attacking it has much fewer options. Return has a higher base power, and will therefore do more damage, but Aerial Ace can hit Heracross. (It won't OHKO unless you Swords Dance though)

Alternate EV spreads are different this time, as Celebi needs more SDef without Calm Mind at it's disposal. Speeds are the same as the previous set, but the defense spreads are different.

Jolly (+Spd -SAtk)
252 HP / 176 Spd / 40 Def / 40 SDef

Impish (+Def -SAtk)
252 HP / 216 Spd / 24 SDef / 16 Def

Impish (+Def -SAtk)
252 HP / 176 Spd / 64 SDef / 16 Def

Support

Celebi @ Leftovers
Bold Nature (+Def -Atk)
EVs: 252 HP / 176 Spd / 64 SDef / 16 Def
Trait: Natural Cure
-Thunder Wave / U-Turn
-Leech Seed
-Recover
-Grass Knot

This is a rather simple set to understand. Paralyze as many things as possible, Leech Seed anything you can't kill, Recover to heal, and Grass Knot to hit heavy Pokemon and deal damage.

Most people don't expect Thunder Wave coming from Celebi, so you can cripple sweepers pretty easily, especially with Celebi's crazy survivability.

This is one of the best Gyarados counters in the game and Celebi's bulk means that, unless it encounters a powerful sweeper or something super effective, Celebi can just Recover off any damage it takes by using Recover or Leech Seed.

Heal Bell is an option over Thunder Wave for a Cleric on your team. Calm Mind is also an option for an sturdy sweeper, but the many Pokemon that resist Grass means your set up could be in vain.

Choice Specs Celebi

Celebi @ Choice Specs
Timid Nature (+Spd -Atk)
EVs: 252 SAtk / 216 Spd / 40 HP
Trait: Natural Cure
-Leaf Storm
-Psychic
-Hidden Power [Fighting/Fire/Ice]
-U-Turn

No one expects Choice Specs Celebi and that is what makes this set so effective.

Leaf Storm is for pure power. A lot of types resist it, but those that don't will take massive damage from Celebi's 448 SAtk.

Psychic is for those that resist Grass. Bug, Poison, Fire, Dragon and Flying Pokemon that resist Celebi's main move will be hit pretty badly by this. It also gives you an attack for "mopping up" opponents instead of being forced to switch after using Leaf Storm.

Hidden Power is to hit Steels which resist Grass and Psychic. The different types all accomplish this, but each has its own advantages.
Fighting hits Dark types, although most of these will be beaten by Leaf Storm. Houndoom is really the only worry.

Fire is probably better, as it beats Bugs that would normally beat Celebi. It also hits Ice and Grass types for super-effective damage, as well as hitting more Steels than Fighting.
Ground allows you to hit Heatran, Jirachi and Metagross. All of these wall Celebi, so it's worth mentioning.

The last move is pretty much filler. Both attacking options hit Dark, but they're both pretty weak. Perish Song can be used to force a switch unexpectedly.

Other Options

Heal Bell is an option if you desperately need a Cleric on your team.

Stealth Rock is an option, but there are better choices for that job, not to mention Celebi has much better things to be doing with that moveslot.

Perish song may deserve a mention for its ability to take out their last Pokemon 100% of the time, barring you can get off the Perish Song and stall for 3 turns.

Counters

Scizor and Forretress will beat all versions except Specs with HP [Fire]. Most Steels will wall Celebi, in fact. Skarmory, being able to Whirlwind it's boosts away and Metagross, threatening a powerful Meteor Mash.
Heracross can counter it unless it has Psychic or a Swords Dance up with Aerial Ace (Scarfed Heracross will beat Celebi regardless, unless it comes in on one of the aforementioned moves).
Most Bugs will force it out, but few will like Thunder Wave. Celebi outspeeds most of them and can pull its Baton Passes off before they attack.

Opinion

A Pokemon really not used as much as it should be. Celebi has a fantastic support movepool and great stats.

Ground hits Steel (Hit by Fighting/Fire), Rock (Hit by Grass), Poison (Hit by Psychic), Electric and Fire (Both uncommon)

In short, Ground is useless.

I'll add Perish Song though

EDIT: lol forgot Heatran, Ground's probably worth a mention then

Yeah, Heatran is the only reason for ground, although fighting could hit Weavile.

Ok that took me 30 minutes to edit, fuck.

Next time try to be more grammatically correct, and proofread.

I edited some of the sets, some "attempts" at humor, and moved some sections to Other Options. I also took out the last part of Opinion, but that section needs to be flushed out.

I also fixed the Impish nature on the support set.

Mag has a good Celebi set.

I'm pretty sure it's Grass Knot/Perish Song/U-Turn/Leech Seed.
