Roserade (M) @ Choice Scarf
Ability: Natural Cure
EVs: 32 HP / 224 Spd / 252 SAtk
Modest nature (+SAtk, -Atk)

- Sleep Powder


Standard choice for most people using Roserade.
Pretty straightforward (as with most Choice sets) overall, and not exactly hard to use. It can also come in on a fair few Special Attacks, seeing as Electric, and Water attacks are common place, it too has the chance to come in on weaker Focus Blast/Aura Sphere's. Any special Grass move is not going to be an option either, with a healthy Base 105 SDef paired with a 4x resist. It'll also be able to come in on weaker Physical Grass moves also.
Leaf Storm is a great choice as well as being very powerful even without Choice Specs, and can tear holes in lots of things. Also makes for great STAB. Because of the addition of Leaf Storm to the 4th generation, Grass sweepers have really been given a chance to do some considerable damage, with Leaf Blade being the most decent Grass move previously which really wasn't strong enough.
Hidden Power [Fire] will be a much better choice than HP Ice here, as you have Sludge Bomb to hit Grassers, and that only leaves Fly/Dragon's not dealt with. Though a nice STAB Sludge Bomb is a guaranteed 2HKO on 4 HP / 252 Spd / 252 SAtk Salamence's, and more on the mixed one (due to -SDef nature). Sludge Bomb will also do 49.74% - 58.59% to Salamence's that are set out with more bulky EVs (212 HP and no SDef), which is a 2HKO almost every time. So all in all, not worth using Hidden Power [Ice].
HP Fire will also take care of those pesky Steels that will come in on you much more often. Almost all versions of Bronzomg will be 3HKO'd, but will dish out nastily powered up Gyro Ball's or force you out by putting you to sleep. Skarmory will be 2HKO'd every time by HP Fire, which is particularly useful, as he takes barely anything from any of your other attacking options.
You have to be very wary of Heatran though, who'll come in on everything you have to offer, but most will really not like being put to sleep, and force you out without fail, maybe even benefiting from the Flash Fire boost if it comes in on a HP Fire.
And fast Sleep Powders are something you cannot go wrong with.
This set makes a great lead.

You can use Weather Ball over Sleep Powder if you don't need it, and maybe benefit from a more powerful Rock or Ice attack. Can be particularly fun on Sandstorm teams, though this isn't as useful as it is on the Specs set due to you having more speed to abuse Sleep Powder with.
Extrasensory could also be listed as an option, as Weezing will be able to come in on everything you have to offer, and will force you out every time with fear of Supper Effective Fire Blast's.

EVs listed mean you outrun all Scarf Heracross (assuming people are stupid enough to still use it and are not quite stupid enough to use Jolly ones).


Roserade (M) @ Choice Specs
Ability: Natural Cure
EVs: 20 HP / 236 Spd / 252 SAtk
Timid Nature (+Spd, -Atk)
- Leaf Storm
- Sludge Bomb
- Hidden Power [Fire]
- Weather Ball / Extrasensory


Similar to the one above, but with a lot more meaty punch.
Leaf Storm now, obviously, does a lot more damage and can even land a OHKO on standard bulky Gyarados.
Sludge Bomb also does 78.85% - 92.75% to a standard (4/252/252) Salamence.

You can however, if you don't see the point of hitting such a high Speed, use the following EVs;

EVs: 72 HP / 220 Spd / 216 SAtk
Modest Nature (+SAtk, -Atk)

Which outspeeds Adamant Heracross (as well as other base 85 speeders) and packs even more of a punch.
Landing an almost guaranteed OHKO on every version of Gyarados that exist with Leaf Storm.
Leaf Storm will also put a mighty dent equaling 40.55% - 47.67% into Blissey, which it will not be very fond of. So if it is on 60% or less, it is not going to able to swap in and come out alive.

Weather Ball and Extrasensory are listed as it's 4th slot options, as they will both aid Specs Roserade more than any of it's other attacks (sleep Powder for example).
Powered up Rock type Weather Ball will kill any Flying type, also doing more damage to Salamence, Dragonite, and co.
Extrasensory will mean Gengar doesn't resist all your attacks (and/or not take much from them), and the same applies to Weezing and other Poison types (though Poison isn't exactly the most prominent and threatening type).


Roserade (M) @ Black Sludge
Ability: Natural Cure
EVs: 252 HP / 40 Def / 216 SDef
Calm Nature (+SDef, -Atk)
- Grass Knot / Leaf Storm / Sludge Bomb
- Spikes / Toxic Spikes
- Sleep Powder / Leech Seed / Synthesis / Rest
- Sleep Powder / Leech Seed / Synthesis / Rest


So you may have noticed that Roserade has a fairly large range of support moves. Any of the listed can be arranged in any way, but the one I've posted above makes the most out of the options you have.
Your attacking move is down to personal preference: If you want to wallop fat Pokémon like Gyarados and Hippowdon hard without the SAtk drop, then you'd pick Grass Knot, if you don't plan to attack much, but want a powerful move there for when things get a little heated, Leaf Storm'd be your best choice, and if you want to hit all those little Grassers who'll block your Leech Seed and tell them that they cannot come in freely on you, Sludge Bomb is an option for doing exactly that.
Roserade gets Spikes (like Roselia did in ADV, but never got much use out of it) which it can make use of, if you really require some Spikes, but it also gets Toxic Spikes, which I feel is a much better option. More unique, and not as many Pokémon get it to abuse, and it makes a great addition on any team.
Sleep Powder is there to hit any Flying Types/anything that may not be effected by your Toxic Spikes or Spikes, and or withstand your Grass attacks, and or aren't phased by your Poison Moves. Skarmory, Salamence, Metagross, Jirachi, Bronzomg, Heatran, and Gengar spring into mind instantly, all resisting one of the STAB attacks (or both) are are not bothered by you laying down Spikes/Toxic Spikes and will simply force you on your way out.
Leech Seed works well with Sleep Powder to act as a more SDef based Venusaur who can also lay down Spikes! Obviously a decent choice on any Grass Type due to how annoying it is, and how only Grass Types can counter it. Though Roserade has this covered with a STAB Sludge Bomb coming off a huge base 125 SAtk which will even pack a decent punch with no investment in SAtk EVs and a Neutral nature.
Synthesis could be of some use to keep you alive, but is completely ruined in the Sandstorm (which is a mighty shame).
Which brings me onto it's last option; Rest. Natural Resting is a trait that Roserade shares with Altaria, Celebi, and a wide range of others which can be utilized on stall based teams which this set fits so perfectly on. Recover all your health and status, and then swap out losing all traces of your sleep, leaving you on 100% again. How nice.

SDef EVs equal 330 SDef and with that, it can even come out of a Specs Salamence's Draco Meteor, taking 74.69% - 87.96%. So it can be one on one, and you've picked Rest with Roserade, and your opponent has attacked you with a Draco Meteor, you rest of all the HP, and both you and Salamence swap out wasting Salamence's time meaning more damage can be done through Spikes/Stealth Rock/Toxic Spikes and the like.
Sounds pretty awesome in theory.
Pretty crappy HP is accounted for with Maximum HP.
And the small amount of Def EVs will allow you come in a little easier on physical grass moves.


Other Options
I've mentioned the 3 sets that I consider to the be the ones worth using, as if you use some things, you'll just turn Roserade into an inferior Venusaur, or even a jumped up Vileplume.
Subseed sets are verging dangerously close to "shitty version of Sceptile with a worse typing".
You can also set up Rain/Sun I guess, and make use of Weather Ball like Castform does, but this isn't something that is worth mentioning.
Hidden Power [Ground] or [Fighting] can be used to hit Heatran who otherwise completely walls you.
Aromatherapy could be of use, but Blissey/Celebi tend to do that better in OU.
Energy Ball could be used over Leaf Storm if you don't like the SAtk drop it brings, but that isn't advised.
Extrasensory I mentioned briefly as being good at hitting things like Weezing that will stop the Scarf set more so.
Grasswhistle, lol.
Growth could be used as part of a fun set with Energy Ball/HP Fire/Sludge Bomb/Growth @ Life Orb, but I can't see that really doing anything outside of In-Game play. If someone has used it or wants to test it, be my guest and tell me how it goes though!
Protect can work on the Stall based set to absorb double damage from Leech Seed and scout for choice moves, but not advised.
Solarbeam could be used on the weather set I mentioned just above, but that will be frowned upon - an option nonetheless.
Stun Spore can be used over Sleep Powder on any set if need be, but this is only advisable if you've got a more solid sleeper on your team that really requires their sleeping move... or whatever.

Opinion
I always liked Roselia, but it never had the stats or movepool it needed to to compete with the heavy hitters of ADV OU, but this "suuped up" version with powerful Grass moves and a Special Sludge Bomb with decent stats to boot really can compete now. Maybe sometimes ignored and underestimated, but base 125 SAtk with Leaf Storm is far more powerful than anything Salamence can dish out and will knock anything that doesn't resist it for 6 (although unfortunately, a lot does resist it).
It also has a great range of support moves, and just the right balance of offencive moves to make good use of it.
Any sets outside of the ones I've listed will be too gimmicky to consider, and this is why I've not listed them.

Counters
Heatran is the top one. It resists everything the standard Roserade has, and with decent SDef to boot, will really take nothing from any of your attacks. Sleep Powder will put STalk-less ones in their place though, and fortunately they are rare-ish.
I mentioned HP Ground/Fight to hit it in other options, so they can always be considered over Fire.
Blissey will be a solid Switch in almost every time, though it will have to watch out for Modest Specs Leaf Storms that can KO it if it is down only a little HP.
Gengar will be able to come in on all the Scarf ones attacks, but again, will not like being put to sleep.
Cradily in a Sandstorm will be able to come in on anything you have on offer and Recover off the damage. Though not being an immediate threat to your life, this doesn't stop it walling you nonetheless. Again, Sleep Powder will easily make it useless.
Certain Armaldo sets will also be able to come in on you without question (in a Sandstorm) and force you out with it's powerful physical attacks of it's base 125 Atk.
More defencive versions of Dragonite will be able to come in on you most of the time, and if they have Roost, a little more so. Though a powerful Specs Sludge Bomb will put it in it's place. It will also not enjoy being poisoned.
Weezing can come in on the Scarf one, especially if it is STalk, and beat Roserade every time - Extrasensory is on offer though to screw the purple testicles over.
SDef based Jirachi will be able to come in on anything the Scarf one has on offer, though will always be wary of Sleep Powder. Specs ones will have as many issues with it, lacking Sleep Powder and failing to 2HKO with HP Fire.
And anything else that resists Grass and doesn't take a Super Effective hit from Poison and Fire with considerable SDef will be able to come in on it and force it out most of the time.
