Calm nature (+SDef, -Atk)

The speed EVs let it outrun base 70s that invest in a little speed. Hypnosis is for the obvious sleeping effect, whilst Toxic can screw with walls or things that think they can safely come in. Roost is instant healing, so is obviously cool. Night Shade is there for damage, although Air Slash could be used.

Choice Specs

EVs: 60 HP/196 Spd/252 SAtk
Modest nature (+SAtk, -Atk)
- Air Slash
- Shadow Ball
- Hidden Power [Fighting]/Hidden Power [Ground]
- Hypnosis/Hyper Beam

Gets 224 speed, outrunning quite a few UU pokemon. Air Slash is your primary attack, with Shadow Ball covering Ghosts and Psychics. The Hidden Power choice is up to you, they both hit pretty much the same things, but each has a specific use. Hyper Beam is listed as an option because of the fact it gets STAB and is Noctowls most powerful move. It has not got many offensive options.

- Night Shade

Psycho Shift burn or sleep onto the opponent. Night Shade is there for an attack. Probably best left to something more sturdy like Cresselia.

Other Options
It gets Psych Up, if you wanted to Psych Up Calm Minds or what not. It can Choice Band, but using that would make you a bit moronic. Reflect is perfectly usable, but its defence is so bad it is hard to remedy it. Whirlwind is also a good option for it, as it is not exactly fast anyway. Psychic can be used, but it would only be used for Poison types. I suppose it could be used to set up Rain Dance or Sunny Day, if you could not find anything else.

Counters
Meganium can outstall it, only fearing Specs Air Slash. It has Aromatherapy to remove status, and Leech Seed to steal HP. Mantine also works, especially Restalk variants. Anything that can recover status with a high HP and S.Def will beat Noctowl.

Opinion
It is really cool. But I have one question. Why did it not get Calm Mind? It would have been the coolest pokemon ever. Meh, it works quite well with its big HP and good S.Def, and wide array of status moves.
