not again! :O; problems with the interwebz

last january i had some issues with my router where every ten minutes or so i would go offline for about two minutes and then my connection would return. walker assisted me and i was able to fix it for a good while. i switched off the IPv6 because i was told it was conflicting with the IPv4 on my router. about a month ago the internet deserted me again for awhile so ( i'm not even sure how..) we aquired another router for upstairs and downstairs to strengthen the connection. (we get wireless from my neighbor) this worked exceptionally until recently when my brother returned from college. he brought his own PC and with it, the internet has returned to its old crappiness. :(
my guess is that the problem is similar to the last one and has something to do with me now having to deal with two routers. any help?
